About this opportunity
The Department of the Air Force is seeking contractors to design, develop, integrate, test, and sustain advanced space-based and ground-based systems in support of the Operational Test and Training Infrastructure (OTTI) and System Delta 81 (SYD 81) missions. These missions aim to provide space warfighters with interconnected, scalable, and distributed live/physical and synthetic/digital ranges for full-spectrum testing and training in contested space environments. The procurement will be conducted through the National Space Test and Training Complex (NSTTC) Innovative Technology & Engineering – Space Test and Range (NITE-STAR) Capability Development Multiple Award Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract vehicle utilizing full and open competition with no restrictions. The Request for Proposals (RFP) is expected to be issued no earlier than March 15, 2026, and no later than March 31, 2026, with a deadline for questions and submissions of March 31, 2026. Evaluation will assess contractors' ability to develop and validate joint warfighting solutions for space operations, though the pre-solicitation notice does not detail specific evaluation criteria.
This pre-solicitation notice indicates there is no set-aside designation for disadvantaged or small businesses, meaning all responsible sources are eligible to compete. The notice does not identify any current incumbents or incumbent contractors, nor does it specify the total contract value, award amounts, or quantity of awards that will be made under the IDIQ contract vehicle. No timeline for service delivery or specific performance metrics are provided in this pre-solicitation announcement. The opportunity falls within the Research and Development in the Physical, Engineering, and Life Sciences category (NAICS 541715) and is classified as Space R&D Services and Applied Research (PSC AR12), indicating the focus on advanced research and development activities rather than production or conventional services.
