About this opportunity

The United States Agency for International Development (USAID) has issued a Special Notice for a virtual Pre-Solicitation Conference related to the Analytical Services V (ASV) program, scheduled for December 17, 2024. The conference will be hosted by USAID's Bureau for Management and is designed to introduce an upcoming procurement opportunity for small businesses. The agency anticipates awarding two contracts through the GSA Multiple Award Schedule (MAS) Program utilizing NAICS code 541611. This market research effort is intended to gather feedback from potential contractors and provide detailed information about the upcoming solicitation. The notice is posted on GSA eBuy and is specifically targeted at GSA MAS Small Business contract holders.

Contractors interested in participating must meet specific eligibility requirements, including holding a current GSA MAS Small Business contract. The primary objective of the ASV program is to support analytical services in democracy, human rights, and governance sectors, with a total contract ceiling of approximately $70 million over five years. Advance registration is mandatory for the virtual conference, with a pre-conference deadline of December 13, 2024, at 5:00 PM EST for submitting questions and comments. Eligible businesses will receive an email with virtual meeting details and registration instructions. USAID plans to award two roughly equal contracts, with an anticipated solicitation in February 2025 and contract award in summer 2025. During the conference, USAID will describe the scope of work, discuss lessons learned from previous programs, and entertain questions about the procurement process. Notably, attendee corporate names and contact information will be made public to facilitate potential subcontracting and teaming opportunities.
