About this file

This is a Question and Answer report from a pre-solicitation conference for USAID's Analytical Services V (ASV) requirement. The Q&A reveals that ASV will have a $70 million ceiling value (same as ASIV), utilize NAICS code 541611, and result in two contract awards through GSA Multiple Award Schedule (MAS) to small businesses over a five-year period.

Key details from the Q&A include: the requirement differs from DRG LER III by covering analytical needs across all DRG sub-sectors and integrated programming; USAID will share the presentation slides on SAM.gov and eBuy; teaming arrangements between small businesses will be permitted; and the number of key personnel positions will be specified in the RFP. The Q&A indicates this will be a FAR 8.4 Federal Supply Schedule procurement, with specific details about labor categories, evaluation criteria, and proposal timing to be provided in follow-up communications from USAID.

Question Details
#QuestionAnswer
11I am assuming the slide deck will be shared later with the attendees?Yes, it will be added to the SAM.gov and eBuy post.
13The SAM posting noted that USAID intends to only issue 2 awards under Analytical Services IV. Can USAID clarify why it only intends to issue 2 wards given previously there were 5 holders. This question will be answered on a slide towards the end of the presentation.
14What was the ceiling for ASIV and what will it be for ASV?ASIV was $70 million, and ASV is also anticipated to be $70 million.
15What is the rationale for using NAICS 541611 vs. 541990?This was based on our analysis of the SOW, in consultation with GSA as well. Additionally, we conducted market research with the industry in an RFI that was released in summer 2024 to GSA MAS and OASIS to holders of all sizes. Feedback obtained in that RFI further confirmed 541611 as the appropriate NAICS.
16Will USAID consider issuing awards under socio-disadvantaged small businesses (e.g. SD, WOSB, 8a, etc.)This question will be answered on a slide near the end of the presentation.
17Can you please turn on the chat so that companies can work teaming opportunities? We will release the names and contact email addresses of companies who registered to this event to facilitate teaming opportunities after the conference ends on SAM.gov and eBuy.
18How is ASV differentf from DRG LER III?We had a slide earlier in the presentation comparing the two. When the slides are added to the SAM.gov and eBuy posting, please refer back there.
19How does ASIV differ from the expected rule of law and promoting good governance IDIQs?With the caveat that those IDIQs sit outside our Office and could change, AS V is intended to cover analytical needs for all DRG sub-sectors as well as those impacting/related to integrated programming. The sub-sectoral IDIQs you reference will focus moreso on those specific areas, and would be the best fit for a Mission/OU whose analytical or other needs fall more narrowly within the relevant sub-sector.
21Can you please share any rationale for not using a BIC solution like OASIS+?live answered
22Can USAID clarify what the requriements in terms of past perforamnce will be at the RFP stage? Can USAID provide a draft Section L and M?live answered

27What is the anticipated timeline for the RFP?live answered
28In light of the Broad Scope, would USAID consider increasing the contract award value of each award to $70M so that mechanism can be flexible and not unnecessarily limited to a legacy value?live answered
29USAID mentioned it would take seven days to review a Contractor's task proposal - does USAID mean seven calendar days or business days?live answered
30A number of opportunities to provide input to the solicitation were noted during the conference - what will be the mechanism for providing that feedback?live answered
