About this opportunity
The Department of the Navy Naval Sea Systems Command, specifically the Southwest Regional Maintenance Center (SWRMC), intends to procure preservation, hull, mechanical, and electrical/electronic repair services for two Vessel Boat Special Operations (VBSS) boats designated 11MRX1101 and 11MRX1102. The contract will be structured as a supply contract for the procurement of two repaired, mission-ready VBSS boats to be returned to Fleet service. Key requirements include that the contractor's facility must be located within a 125-mile radius of Naval Base San Diego and perform all necessary labor, supervision, production, testing, and quality assurance. The acquisition will be governed by the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), and Navy Marine Corps Acquisition Regulation Supplement (NMCARS) guidelines. Contractors must contact United States Marine Incorporated (USMI), the original equipment manufacturer, directly to obtain proprietary construction drawings and establish non-disclosure agreements required for bidding purposes. The pre-solicitation notice was posted on March 17, 2026, with a due date of May 1, 2026 for the formal RFP No. N5523626R0006.
This opportunity is designated as a Total Small Business set-aside contract. The repair work for both VBSS boats is anticipated to require approximately twelve months of performance, commencing on May 22, 2026 and concluding on May 21, 2027. The contractor will be responsible for all aspects of preservation and repair work, including comprehensive mechanical and electrical/electronic systems restoration. Since the boats were originally constructed by United States Marine Incorporated, prospective bidders must have the capability to work with or obtain USMI technical references and proprietary documentation to develop competitive proposals. The notice does not specify an estimated award value; however, interested contractors should plan for a substantial project scope involving marine vessel repair and overhaul services. West coast area contractors must demonstrate the ability to access necessary technical documentation and manufacturing specifications directly from USMI to qualify for this opportunity.
