About this opportunity

The United States Air Forces in Europe - Air Forces Africa (USAFE-AFAFRICA) is seeking a U.S. vendor to install a stand-alone Automated Entry Control System (AECS) in Building 24 at Spangdahlem Air Base, Germany. The primary objective is to control entry at two specific doors within the building, limiting access to an open storage area and preventing unauthorized personnel from entering. Only U.S. vendors are eligible for this contract due to strict security regulations prohibiting foreign nationals from accessing intrusion detection system codes. Interested companies must attend a mandatory site visit on 6 May 2025 at 1100 hours at the Spangdahlem Air Base Main Gate. To participate in the site visit, vendors must complete and submit Attachment 3 - Entry Access Requirements to Lt Bowen and Mr. Dahinten no later than 0800 CEST on 30 April 2025.

The solicitation does not have a specific set-aside designation and falls under the NAICS category 334290 (Other Communications Equipment Manufacturing) and PSC category 6350 (Miscellaneous Alarm, Signal, and Security Detection Systems). The AECS must meet specific Department of Defense security requirements, including identifying and authenticating individuals through ID badges, using Personnel Identification Numbers, and ensuring a 0.95 probability of granting access to authorized users within three attempts. The system must include heavy-duty, industrial-grade electric strikes, a management computer, and comprehensive training and documentation. All equipment must be Trade Agreements Act (TAA) compliant and installed by cleared United States contractors. While no specific award value is mentioned, the project aims to enhance network resilience by establishing a second Open Storage location for classified networks supporting Spangdahlem and its Geographically Separated Units.
