About this opportunity

The Veterans Health Administration Office of Research and Development, Regional Procurement Office East in Pittsburgh, Pennsylvania issued a pre-solicitation notice with intent to sole source a Firm-Fixed-Price contract to Vertical Design, Inc. for R&D technology support services, with a response deadline of September 18, 2026.

The contract covers one base year plus three option years to develop and maintain a mobile application and server components supporting a four-year multi-site controlled clinical trial evaluating Care Coordination Mobile (CCM). The intervention combines passive mobile data monitoring, technological and motivational interviewing from peer specialists, and enhanced VA clinician care coordination to improve patient outcomes and reduce acute care demand. Deliverables include cross-platform mobile application development using agile methodology, Garmin wearable device integration, geolocation and push notification systems, mobile survey modules with triggered assessments, web-based administrative dashboards with role-based authentication, RESTful API and backend infrastructure, comprehensive security and performance testing, and deployment to Apple App Store and Google Play. All services require compliance with VACHS IRB regulations, Section 508 and ADA accessibility standards, and VA style guides. Work is performed entirely remotely using VA government cloud servers for hosting. The justification for sole source cites Vertical Design's specialized expertise, proprietary development framework knowledge, and existing familiarity with required regulations and standards as necessary to minimize delays and protect research participant data. The principal investigator is Dr. Alexander S. Young at the Greater Los Angeles VA Healthcare System.
