About this file

This is a Statement of Work (SOW) for a Department of Veterans Affairs Office of Research and Development project focused on developing Care Coordination Mobile (CCM), a mobile application and server infrastructure to support a four-year multi-site controlled clinical trial. The contractor will provide full application development services using agile methodology, with monthly sprint meetings between the principal investigator (Dr. Alexander S. Young, Greater Los Angeles VA Healthcare System) and the software developer. The technology systems will collect wearable device data and geolocation information from users' mobile phones, deliver push notifications, facilitate secure messaging between VA staff and patients, support brief mobile assessments, and provide a web-based dashboard accessible through VA government cloud servers. The contract is structured as a firm-fixed-price agreement with a base year plus three option years, performed entirely remotely with no on-site VA presence required.

The SOW encompasses nine primary tasks: requirement analysis and cross-platform framework selection; Garmin wearable device integration using OAuth 2.0; geolocation and push notification system implementation; survey module development with triggered assessments; administrative dashboard creation with role-based authentication; RESTful API and backend development with data synchronization; comprehensive testing including functional, performance, and security audits; deployment to Apple App Store and Google Play with cloud infrastructure hosting; and ongoing maintenance of all mobile and dashboard components to meet current platform requirements. All deliverables require documentation submission to the principal investigator, and the vendor must ensure compliance with VACHS IRB regulations, Section 508 and ADA accessibility standards, and VA style guides. The pre-solicitation notice indicates intent to sole source this contract to Vertical Design, Inc., citing their specialized expertise, proprietary development framework knowledge, and existing familiarity with required regulations and standards as justification for sole source award.

Statement of Work (SOW) for VA Office of Research and Development Project: Care Coordination and Passive Mobile Data Monitoring to Engage Veterans and Improve Mental Health Care Principal Investigator: Alexander S. Young, Greater Los Angeles VA Healthcare System

1. Title: Care Coordination and Passive Mobile Data Monitoring to Engage Veterans and Improve Mental Health Care

2. Purpose: The vendor will provide application development services in support of Dr. Young’s research study.

3. Background:

Providing care to individuals with serious mental illness can be challenging, requiring ongoing monitoring, treatment adjustments, and coordination of various medical and social services. Rates of emergency service and hospital use are high due to unexpected social, medical, and mental health crises. Stressors and poor adherence with treatment are common and can lead to rapid worsening in symptoms, job loss, homelessness, or incarceration. We need interventions that monitor and quickly detecting worsening of behaviors and illness in patients and improve care coordination, outreach, and treatment.

This research project is a four-year multi-site controlled clinical trial that studies the effectiveness of care coordination mobile (CCM), an intervention that uses passive mobile data monitoring, technological and motivational interviewing supports from peer specialists, and enhanced care coordination from VA clinicians to improve patient outcomes and reduce need for acute care services. Technology systems for this project are developed and tested in year 1 and deployed and updated as needed in years 2 to 4.

4. Scope: During year 1, the IT vendor will work with the project team to develop and maintain a mobile application and specified server components. The agile software development process will be used. There will be sprint meetings monthly or more frequently between the business owner (the project’s principal investigator) and the software developer to review recent work. The business owner will provide input and accept work on an ongoing basis during development. The technology systems to be developed will collect, for each user, wearable data from the user’s wearable device cloud storage and geolocation data from the user’s mobile phone. The technology systems will provide notifications on users’ mobile phones, secure mobile phone messages from VA staff to patients, brief assessments on users’ mobile phones, and a web-based dashboard that is served from the project’s government cloud server.

5. Period of Performance: The estimated period of performance is for a base year plus three (3) Option Years.

6. Place of Performance: The contractor shall support this effort remotely, with no physical presence on any VA campus.

7. Type of Contract: This is a firm-fixed price contract.

8. Tasks: The Contractor shall perform the specific tasks and provide the specific deliverables described below within the period of performance of this contract.
