About this opportunity

The Federal Bureau of Prisons, under the Department of Justice, is seeking a qualified contractor to provide Residential Reentry Center (RRC) services and Home Confinement services for federal offenders within Cleveland, Ohio, with home confinement placements extending up to 100 miles from the RRC facility. The contractor must operate a fully functional residential facility with 24/7 staffing, offering comprehensive services including employment assistance, drug testing, medical and mental health screenings, individual program planning, and case management in accordance with the Bureau of Prisons Statement of Work dated March 2022. Key qualifications and objectives include maintaining facility security and resident safety, implementing robust accountability measures, conducting regular drug and alcohol testing, facilitating successful community reintegration, and ensuring compliance with extensive federal regulations and documentation requirements. The contract will be evaluated based on the contractor's ability to meet operational standards outlined in the SOW, demonstrate organizational capacity for managing both residential and home confinement populations, and ensure quality programming and supervision. The Pre-solicitation Notice was posted on January 14, 2026, with a deadline for the formal Request for Proposal (RFP 15BRRC25R00000030) due February 12, 2026.

This procurement includes no set-aside designations and will be awarded as a Firm-Fixed Price/Indefinite Delivery, Indefinite Quantity (IDIQ) contract with a one-year base period and four optional one-year renewal periods. The RRC in-house requirement guarantees a minimum of 36 beds (34 male and 2 female) for each contract period, while home confinement services will accommodate a maximum of 65 placements for both male and female offenders during each period. The government intends to award both line items—in-house beds and home confinement placements—to a single contractor to ensure integrated service delivery, interconnected programming, and coordinated case management. No specific incumbent contractor information or award value range is disclosed in the pre-solicitation notice, though the contract structure with guaranteed minimum bed commitments and maximum placement caps establishes the scope for potential award calculations. Interested contractors should prepare comprehensive proposals demonstrating operational expertise, staffing qualifications, facility readiness, and compliance capability aligned with all requirements specified in the March 2022 Bureau of Prisons SOW.
