This pre-solicitation notice is for an Indefinite Delivery/Indefinite Quantity (IDIQ) contract to provide professional Architectural-Engineering (AE) Title I Design Services, Title II Services and Other AE Services including incidental related work in support of construction contracts, facility and installation investigations and research, and planning studies at Sheppard Air Force Base in Texas, the Sheppard AFB Recreation Annex in Whitesboro, Texas, and Frederick Auxiliary Airfield in Frederick, Oklahoma. The 82nd Contracting Squadron intends to issue a Request for Proposal with proposals due by March 28, 2024. Proposals will be evaluated and at least two contracts are expected to be awarded.

This procurement is set aside 100% for Woman-Owned Small Businesses certified through the SBA. The NAICS code is 541330 for Engineering Services with a small business size standard of $25.5 million. Subsequent task orders under the IDIQ will be assigned among awardees with a minimum value of $2,000 per contract and maximum aggregate value of $9.9 million over a base year and four option years. 82d Contracting Squadron intends to issue a Request for Proposal (RFP) for an Indefinite Delivery\Indefinite Quantity (IDIQ) Contract to provide professional Architectural-Engineering (AE) Title I Design Services, Title II Services and Other AE Services to include incidental related work, in support of Government administered construction contracts; facility and installation investigations and research; and planning studies; at Sheppard AFB, TX (Wichita County); the Sheppard AFB Recreation Annex at Lake Texoma, Whitesboro, TX (Grayson County); and Frederick Auxiliary Airfield, Frederick, OK (Tillman County).

The Government anticipates awarding at least two (2) contracts as a result of the RFP. Subsequent task orders under the AE IDIQ will then be assigned among the awardees to fulfill selected Architect and Engineering requirements. The minimum guaranteed amount, for the life of all subsequent contracts, is $2,000.00 per contract. The maximum amount of the AE IDIQ is $9.9M aggregate for all contracts awarded under this solicitation. Period of performance will be for a base year and four (4) follow-on years, estimated to start August 2024. 

The North American Industry Classification System (NAICS) is 541330 - Engineering Services with a small business size standard of $25.5 million. This procurement will be advertised as being a 100% set aside for SBA Certified Women-Owned Small Business (WOSB) entities. Proposing contractors shall be registered and active in the System for Award Management (SAM) in order for their proposal to be considered responsive. The requirement specifications will be posted with the solicitation at www.sam.gov not sooner than 15 days from the date of this synopsis.

It is the potential offerors responsibility to monitor the website for any postings and/or solicitation changes, amendments, and closing date. No paper copies of the solicitation will be available and no verbal responses to this synopsis will be accepted.

82d Contracting Squadron will be seeking WOSB entities capable of providing the following:

Description of Work:

The AE shall:

  1. Have capability to execute multiple project designs concurrently on an ‘as needed’ basis.
  2. Furnish all materials, labor, superintendence, equipment, transportation, ancillary services, and incidentals necessary to complete the requirements of each project design.
  3. Function as professional advisor to assist the Government in understanding and meeting project objectives and requirements.  

Projects will vary by type, scope, and complexity, requiring the use of various and multiple facility design disciplines and related technical services. 

Construction of new whole buildings or major renovations requiring all disciplines. 

  1. Minor construction (addition/remodel) and maintenance (repair/alteration) of existing real property requiring various combinations of disciplines. 
  2. Support of Government in-house designs and other Government IDIQ construction contracts requiring one or more disciplines. 
  3. Support of studies, such as life, health, safety analysis.

Services provided by the AE will be primarily for execution of sustainment, restoration, and modernization (SRM) type projects. Design services provided within each engineering discipline shall be performed under the direct supervision of state licensed architects and engineers.
