About this opportunity
The Bureau of Reclamation (BOR) is conducting market research for an Architect-Engineer Multiple Award Contract (AE-MAC) to procure engineering and technical services across six key disciplines: Geotechnical Services, Civil Engineering, Infrastructure Services, Water & Environmental Services, Dam Engineering & Dam Safety, and Technical Support Services. This pre-solicitation notice, operating under NAICS code 541330 (Engineering Services), seeks firms with expertise in complex infrastructure projects involving large dams, water distribution systems, and hydroelectric facilities. Interested contractors must submit a 3-page response by July 7, 2025, at 8:00am EST to Megan Swift at mswift@usbr.gov, including their SAM Unique Entity Identification Number and small business program qualifications. The small business size standard is $25.5 million, and BOR has not yet determined if this will be a small business set-aside, stating that responses to this pre-solicitation will inform their acquisition strategy. The full Request for Qualifications will be issued via Special Notice around August 21, 2025, and will be available exclusively on SAM.gov.
Currently, five contractors are delivering services under the existing IDIQ contract with previous contract numbers 140R8121D0011 through 140R8121D0015. BOR intends to award 3-5 new Indefinite Delivery Indefinite Quantity (IDIQ) contracts with a total combined value not exceeding $60 million over five years. The agency has not yet made a set-aside determination and will use the information gathered from this pre-solicitation notice to determine the appropriate acquisition strategy, including whether to implement a small business set-aside. Responses are limited to 3 pages in Microsoft Word or PDF format, with 11x17 landscape-oriented pages accepted as a single page. The contract structure represents a multiple award approach designed to provide BOR with flexibility in task order assignments across their diverse engineering service requirements.
