Description

Bureau of Reclamation (BOR) is issuing a Pre-Solicitation Notice for its Architect-Engineer Multiple Award Contract (AE-MAC). This notice is issued to conduct market research in accordance with Federal Acquisition Regulations (FAR) Part 10. Results from this notice will be used to determine the appropriate acquisition strategy for this requirement, to include set-aside determination.

The applicable NAICS code is 541330, Engineering Services, with a Small Business Size Standard of $25.5 Million.

All interested firms must include the following information in your response:

1. What is your firms SAM Unique Entity Identification Number?

2. Does your firm qualify for any small business programs (i.e., small, small disadvantaged, woman-owned, hub zone, veteran owned, tribally owned, etc.) under the applicable NAICS referenced above?

3. The Bureau of Reclamation’s Technical Service Center (TSC), undertakes projects of considerable scale and complexity ranging from multi-million dollar to in excess of a billion-dollar construction projects and represents some of the most technically demanding initiatives in water and power resource management across the West. The successful execution of these projects is critically dependent on access to world-class engineers and scientists with demonstrated excellence across a diverse range of technical disciplines.

Firms responding to this request must clearly demonstrate the capability to provide and manage multidisciplinary teams with a proven track record in delivering integrated, technically sound, and innovative solutions for complex infrastructure challenges including large high hazard dams (embankment dams, composite dams and concrete dams including gravity, buttress and arch (single and double) dams), canals conveying a minimum of 500 cfs, and hydroelectric facilities with a capacity of 50MVA or greater. Experience must reflect the ability to support the full project lifecycle while ensuring compliance with Reclamation’s high standards for safety and quality.

In addition, this contract may require rapid mobilization and emergency response to address urgent design needs directly impacting public safety. Accordingly, firms shall possess readily available, qualified personnel and resources with demonstrated expertise in all service areas identified below.

The ability to meet these high-performance expectations is essential to supporting the Bureau of Reclamation’s mission and safeguarding critical water and power infrastructure; therefore, firms must possess immediate and demonstrable expertise in the services outlined below.

Summarize your firms experience with all of the following disciplines (see below for more detail):

a. Geotechnical Services

b. Civil Engineering with experience in large diameter water distribution systems and canals

c. Infrastructure Services

d. Water & Environmental Services

e. Dam Engineering & Dam Safety

f. Technical Support Services

Response Format:

Interested parties who believe they are capable of performing the services referenced above are invited to indicate their interest by providing their company name, company address, point of contact, email address, and telephone number.

Interested parties are requested to respond to this notice in Microsoft Word or Adobe PDF format. RFI responses are limited to three digital pages using font no smaller than 10pt, including cover and administrative pages. Responses in excess of three pages will only be reviewed up to the third page.

Responses are due by July 7, 2025, 8:00am EST. Responses may be submitted to Megan Swift, Contract Specialist, at mswift@usbr.gov.

The Work Consists of:

Geotechnical Services: Embankment dams engineering; soil and rock mechanics; engineering geology; seismic tectonics and geophysics, laboratory and field services.

Civil Engineering: Structural analysis and design of concrete dams, spillways, outlet works, and other hydraulic structures, large-diameter (36-in. to 108-in.) water distribution systems, water conveyance structures, and buildings;

architectural design and analysis including building seismic risk evaluations; hydraulic design and analysis;

construction management and support; and materials engineering and research.

Infrastructure Services: Analysis and design of mechanical equipment such as HVAC, fire suppression, piping and plumbing systems, fish screens, and trash racks. Analysis and design of hydraulic equipment such as pumps, turbines, gates, tanks, and penstocks. Electrical design of generator rewinds/uprates; generator uprate studies;

low/medium voltage switchgear; low/medium voltage distribution; power transformer replacement; adjustable frequency drives/motor soft starters; pumping plant electrical design; switchyards/substations; building electrical distribution, lighting and fire detection/suppression. Hydropower technical services (electrical arc-flash studies, equipment recommendations, power system studies and power equipment testing).

Water and Environmental Services: Ecological studies; land suitability; fluvial geomorphology for river restoration; environmental applications and research; extreme event flood hydrology, hydrometeorology, and paleo flood hydrology; river systems modeling; water supply, use, and conservation; sedimentation and river hydraulics;

ground water; water quality; resource management and planning; economic and financial analysis.

Technical Peer Review Board (TPRB): Recognized industry experts in disciplines associated with dam safety and civil works water projects. Have served on an external independent technical review committee, board, or panel member focusing on complex dam safety projects involving design, construction, or modifications to embankment and concrete dams, spillways, outlet works, and appurtenant structures. A TPRB shall be competent in dam safety risk analysis best practices and consequences (life loss) evaluation. Industry experts shall be well versed in the current state of practice for their respected technical discipline and dam safety risk analysis. The TPRB will be project specific and dependent on the needed expertise.
