This is a pre solicitation notice for the procurement of 50 each Pre-Cast Concrete "T" Walls, to be fabricated in accordance with the attached drawings and performance work statement titled: Renovations and improvement to the keystone LTA Training Grounds, dated March 19, 2018.
Performance Work Statement:
1. 0. DESCRIPTION OF SERVICES: This is a firm-fixed price service contract to provide precast concrete products during fiscal year 2018 to facilitate the repair and renovation of a small-arms firing range in northwestern Pennsylvania. The contractor shall provide precast concrete pieces to the place of performance as annotated in paragraph 5.0 for use during the period of performance as annotated in paragraph 4.0 of this PWS.
2.0. BACKGROUND: The 99th Readiness Division is responsible for management and maintenance of a small-arms firing range at the Keystone Local Training Area (LTA) near Geneva, Pennsylvania. This range was constructed in the 1980s by the Army Corp of Engineers and has since physically degraded to the point that it requires significant improvements to provide continued usefulness to the US Army Reserve and other users. In addition, enhancements to the ammunition used by the Department of Defense is now such that upgrades to the firing range must be implemented to allow the range to qualify for a reduced "surface danger zone" (SDZ) per analysis conducted by Picatinny Arsenal, NJ in October 2017. These improvements include the addition of an "eyebrow" baffle above the earthen berm, downrange from the firing positions, to prevent potential ricochet rounds from exiting the limits of the training area. The Army Reserve intends to employ Engineer Soldiers, through Troop Construction, to accomplish the renovations and improvements.
3.0. SCOPE:
3.1. Contractor shall provide the following Bill of Materials - to be verified by RFOS/COR.
3.1. Precast Concrete T-Walls
• 50 pcs portable precast barrier wall - 15' tall x 8' long x 6' footing [eyebrow baffle]

4.0 PERIOD OF PERFORMANCE: The period of performance shall be as follows.
4.1. Delivery of Precast Concrete T-walls NLT July 16, 2018
