About this opportunity

The Department of the Air Force Materiel Command Installation and Mission Support Center Installation Contracting Agency has issued a Special Notice regarding potential leasing opportunities for development of multiple parcels at Joint Base San Antonio Lackland (JBSA-LAK) and Fort Sam Houston (JBSA-FSH) in Texas. The notice concerns six parcels of real property ranging from 70 to 1,900 acres that the Department of the Air Force intends to evaluate for lease and development using Enhanced Use Lease (EUL) authority under 10 United States Code 2667. The Air Force anticipates conventional commercial uses of these properties and is seeking novel approaches for development that remain compatible with the installation's mission. The agency is looking for consideration in the form of ground lease payments (cash) and/or In-Kind Consideration (IKC), with potential favorable consideration for energy resilience components if energy generation is included in proposals.

The primary objective of this Special Notice is to gauge market interest and identify qualified developers for large-scale commercial development projects across the six identified parcels. Interested parties must respond by October 15, 2025, and demonstrate prior experience in large-scale project planning, financing, and construction, including energy and utility coordination capabilities. The Air Force plans to release a Request for Lease Proposals (RFLP) on September 30, 2025, with minimal initial information about power, utilities, and infrastructure provided. Developers will be expected to independently analyze opportunities and constraints for each parcel and submit comprehensive development plans prior to lease closing. The development opportunities encompass various potential uses including commercial development, energy resilience projects, dormitory replacement, and facility renovation, with the point of contact being Mr. Jeff Blankenship from the Air Force Civil Engineer Center's Real Estate Development Division.
