About this file

This Notice of Intent (NOI) is issued by the Department of the Air Force to evaluate Enhanced Use Lease (EUL) opportunities for six parcels of real property at Joint Base San Antonio Lackland (JBSA-LAK) and Fort Sam Houston (JBSA-FSH) in Texas. The six development opportunities range from 70 to 1,900 acres and include various potential uses such as commercial development, energy resilience projects, dormitory replacement, and facility renovation. The Air Force is seeking ground lease payments (cash) and/or In-Kind Consideration, with potential favorable consideration for energy resilience components.

Interested developers must demonstrate prior experience in large-scale project planning, financing, and construction, including energy and utility coordination. The Request for Lease Proposals (RFLP) is anticipated for release on 30 September 2025, with minimal initial information provided about power, utilities, and infrastructure. Developers will be expected to analyze opportunities and constraints independently and submit a full development plan prior to each lease closing. The point of contact is Mr. Jeff Blankenship from the Air Force Civil Engineer Center's Real Estate Development Division, who can be reached at jeffrey.blankenship.2@us.af.mil or 210-857-8945.

SUBJECT: Potential Leasing Opportunities for Development of Multiple Parcels at Joint Base San Antonio Lackland (JBSA-LAK) and Fort Sam Houston (JBSA-FSH), Texas

NOTICE TYPE: Special Notice – NOI

AGENCY: Department of the Air Force

OFFICE: Air Force Civil Engineer Center, Real Estate Development Division, Enhanced Use Lease Execution Branch (AFCEC/CIUE)

SYNOPSIS:

The Department of the Air Force (DAF) intends to evaluate opportunities for the lease and development of six parcels of real property (Properties) using the Enhanced Use Lease (EUL) authority granted under 10 United States Code § 2667 at JBSA-LAK and JBSA-FSH. The DAF is seeking consideration in the form of ground lease payments (cash) and/or In-Kind Consideration (IKC). If energy generation is included in an offeror’s proposal, the DAF may favorably consider energy resilience as an additional IKC.

The DAF anticipates conventional commercial uses of the Properties. The Government is seeking novel approaches for development of parcels as described, but not limited to, those below. Development must be compatible with the installation’s mission.

Opportunity 1: Development of a 112-acre Property (“Property 1”) adjacent and south of the 16 AF Cyber Campus and potential opportunity.

Opportunity 2: Development of 1,900 acres (“Property 2”) at Kelly Airfield.

Opportunity 3: Development of 390 developed acres plus a 324-acre undeveloped former golf course, (“Property 3”).

Opportunity 4: Renovation of a 148,223 square foot facility, referred to as South Beach (details in Appendix E) and an adjacent motor pool (“Property 4”).

Opportunity 5: Replacement of five dormitories and development of an energy resiliency project to support the Medical Education and Training Campus (METC) (“Property 6”).

Opportunity 6: Development of property totaling 70 acres (“Property 5).

DEVELOPER EXPERIENCE REQUIREMENT:

To ensure successful project execution, interested developers should demonstrate prior experience in planning, financing, and constructing large-scale development projects including any energy components and utility coordination if relevant to the proposal. Only firms with verifiable experience in successful project development will be considered for further engagement.

PLANNED TIMELINE:

Release of a Request for Lease Proposals (RFLP) is anticipated on 30 September 2025.

Developers should note that both this NOI and the RFLP will contain minimal information including power, utilities, and infrastructure. Offerors are expected to analyze these opportunities and constraints in preparing their proposal. A full development plan will be required prior to each lease closing.
