About this opportunity

The Indiana Army National Guard is soliciting quotes for a postage meter lease and postage stamps solution through RFQ W912L9-26-Q-9000, a firm fixed price procurement for commercial items. The agency seeks a web-based postage software system accessible to multiple users across eight armory locations in the Indianapolis, Indiana area, with the capability to purchase postage for letters, flats, and USPS parcels at the lowest available rates. Key requirements include support for two user logons per site plus five program administrator accounts, customizable policy limits on package weight and cost with exception request workflows, a consolidated recipient address repository with USPS presorting capabilities, and real-time technical support during business hours. The Government will evaluate offers based on best value using three primary factors: technical capability, past performance, and price, with the Contracting Officer reserving the right to conduct discussions if necessary. Quotes must be submitted via email to brian.williams132.civ@army.mil by 4:00 PM Eastern time on April 3, 2026, and shall include company information (name, address, CAGE Code, UEI), a detailed description of work to be performed, pricing information, and discount terms.

This procurement is full and open with no set-aside designation, and no incumbent contractor is identified in the available materials. The contract includes CLIN 0001 for a 12-month postage meter lease beginning April 1, 2026 through March 31, 2027, and CLIN 0002 for postage reserves, with the Government determining the specific postage amount required during the performance period. The solicitation requires two postage meters and five administrators each at two locations (Atterbury Post Office and JFHQ) and one meter with two administrators at each of the remaining six locations, along with postage scales capable of weighing packages up to 30 pounds and connecting via USB. The system must be compatible with the last two major revisions of Microsoft Edge, Firefox, and Chrome browsers and must provide access to USPS GSA Schedule 48 discounted rates. Performance will occur at multiple armory locations in Indianapolis, Indiana, with the 12-month service period extending from April 1, 2026 through March 31, 2027.
