About this opportunity

The Defense Health Agency, through the Portfolio Acquisition Executive Medical Digital Solutions (PAE MDS), intends to release Area of Interest #01: End User Services—Workflow, Adoption, and Change Support (EUS AWACS) in the coming days, with industry questions due approximately two business days from release and Phase 1 whitepaper submissions due approximately ten calendar days thereafter. This acquisition is unset-aside and represents the first requirement competed under the recently published DHA Enterprise-Wide Commercial Solutions Opening (CSO HT003826SC005).

EUS AWACS differs from other recent PAE MDS acquisitions by focusing on unified user experience, continuous enablement, and enduring capability support throughout the system's operational lifecycle, rather than initial fielding and implementation to multiple sites. The Government anticipates a compressed solicitation, evaluation, and award timeline employing a Phase-Gate evaluation strategy.

On June 18, 2026, PAE MDS hosted an Industry Day detailing the transition from legacy, labor-intensive support contracts to a unified, outcome-based EUS delivery model. Offerors are encouraged to review the EUS Fact Sheet, Industry Day Presentation, and Industry Day Q&A Matrix posted on SAM.gov to understand the strategic context, 11 User Domains, and 8 Service Pillars informing this acquisition. The PSC code is DA01 (IT and Telecom—Business Application/Application Development Support Services, Labor).
