About this opportunity
The Department of the Army Materiel Command Army Contracting Command is soliciting quotes for one Smiths Detection HI-SCAN 5030C X-ray screening system or equivalent portable X-ray baggage screening machine. The procurement requires a compact security screening system that complies with ICD 705.1 technical specifications and NSA/CSS Policy Manual 5-23, featuring a tunnel size of approximately 53 cm x 32 cm, minimum 29 mm steel penetration capability, and operational functionality within 0°C to +40°C temperature range. The requirement includes a 4-year extended warranty, FOB destination shipping with inside delivery, installation, and user orientation session, with delivery required by October 31, 2025. The government will use a Lowest Price Technically Acceptable (LPTA) source selection process to evaluate quotes based on price and technical approach factors. However, an important update posted on August 19, 2025, indicates that this requirement has been cancelled, with the government intending to re-solicit in the new fiscal year, making the original question deadline of July 30, 2025, and quote submission deadline of August 6, 2025, no longer applicable.
This solicitation is set aside 100% for small business concerns under NAICS code 334290 (Other Communications Equipment Manufacturing). No specific incumbent contractors are identified, though the solicitation specifies the Smiths Detection HI-SCAN 5030C as the brand name standard that equivalent products must meet or exceed in salient characteristics. While no specific contract value is disclosed, the procurement involves a single unit purchase to be awarded as a firm-fixed price purchase order. The equipment will be delivered to San Antonio, Texas 78234, and offerors proposing equivalent products must demonstrate compliance with all technical specifications including FDA and international radiation safety standards and compatibility with 120V or 220V AC power. The solicitation addressed industry questions regarding products manufactured in China (acceptable if shipped from U.S. companies without covered telecommunications equipment) and clarified that optional software features like Threat Image Projection and AI Object Recognition are not mandatory requirements.
