About this file

The file is an Industry Questions and Answers Excel spreadsheet for a Portable X-Ray Baggage Screening Machine solicitation (RFQ W912CL25Q0012) issued by the Department of the Army Materiel Command Army Contracting Command. The solicitation is a 100% small business set-aside seeking a Smiths Detection HI-SCAN 5030C X-ray screening system or an equivalent product, to be awarded as a firm-fixed price purchase order using a Lowest Price Technically Acceptable (LPTA) source selection process.

The Q&A document addresses two key questions: (1) the acceptability of products manufactured in China (permissible if shipped from a U.S. company and not containing covered telecommunications equipment per section 889 of the 2019 NDAA), and (2) clarification on optional software features like Threat Image Projection and AI Object Recognition, which are not mandatory requirements for the X-ray machine. Vendors must submit questions by 1200 PM CDT on 30 July 2025 via email to Craig.D.Dogger.civ@army.mil, with the solicitation closing on 6 August 2025 at 1200 CDT.

Sheet1 Question Requiring Activity/ Contracting Response

Is it acceptable to submit the proposal if the product is manufactured in China but will be shipped from a U.S.-based company? It is acceptable. However, please verify the machine does not include any covered telecom identified in section 889 of the 2019 National Defense Authorization Act. If there are no covered telecom components, the quote should also include a written statement /889 certification letter affirming that: ‘No covered telecommunications or video surveillance equipment or services from Huawei, ZTE, Hytera, Hikvision, Dahua, or any subsidiaries/affiliates are used in the product or its components.”

Software Features- Threat Image Projection - are you only asking that this feature has to be available (such as text on the product literature) or must be installed on the machine. Neither Threat Image Projection or AI Object Recognition were identified in the Product Description as must have capabilities for this X-ray machine.

Threat Image projection is a 30 year old feature, designed in the mid-1990's. The most current technology is an AI Object Recognition feature. Would there be any interest in this type of technology? Neither Threat Image Projection or AI Object Recognition were identified in the Product Description as must have capabilities for this X-ray machine.
