About this opportunity

The Department of the Navy Naval Supply Systems Command is seeking a small business contractor to provide portable toilets and handwashing station services for the Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility (PHNSY&IMF) at its Sierra Pier location in Santa Rita, Guam. The solicitation (N6264925QH007) is a Request for Quote (RFQ) for a commercial, firm-fixed price contract to supply two portable toilets and one portable hand wash station during three performance periods from February 10, 2025 to September 30, 2025. Quotations will be evaluated using a two-factor approach: price and technical capability, with non-price factors considered approximately equal to price. The evaluation will use a five-tier rating scale from Outstanding to Unacceptable, assessing the contractor's ability to meet Performance Work Statement requirements. All quotations must be submitted by February 2, 2025, at 1:00 PM JST, with the government potentially not responding to questions received less than two days before the due date.

This contract is designated as a 100% Small Business Set-Aside under NAICS code 562991 (Septic Tank and Related Services) with a small business size standard of $9.0M. The contractor will be responsible for providing self-contained toilets with inside-locking doors, stocking toilet paper, fresh water, hand soap, and paper towels, and servicing the units three times per week, including waste disposal and sanitization. The performance periods are divided into three Contract Line Item Numbers (CLINs): February 10 to April 27, April 28 to July 13, and July 14 to September 30, 2025. Contractors must comply with OSHA and EPA requirements, obtain necessary security clearances, and handle all equipment and supplies. The wage determination for this contract (2015-5693 Rev 23) establishes minimum wages of $17.75 per hour for service employees, with additional fringe benefits including health and welfare allocations, paid vacation, and holiday provisions.

Amendment 0001 - This notice servces as an amendment to solicitation number N6264925QH007.  The due date and time of offers is hereby extended from 31JAN25, 01:00PM JST to 03FEB25, 11:00AM JST.  Additionally, this amendment includes the attachment, Attachment (c) 52.212-2 Evaluation, which was not included in the origianl solicitation.  Quoters should review this document as it is now considered part of the solicitation requirements.

All other terms and conditions of the remain solicitation remain unchaged.  

Quoters are required to acknowledge receipt of this amendment in accordance with the instructions in the solicitation.

(i) This is a combined synopsis/solicitation for a commercial services requirement prepared in accordance with the format in FAR  Subpart 12.6 as supplemented with additional information included in this notice.  This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued.

(ii) Solicitation number is N6264925QH007 and is being issued as a Request for Quote (RFQ).

(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2025-03

(iv) This requirement is a 100% Small Business Set-Aside.  The associated NAICS code is 562991 – Septic Tank and Related Services - and the small business size standard is $9.0M.

(v) The Government requires a commercial, firm-fixed price contract to provide the Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility (PHNSY&IMF) portable toilet and handwashing station services.
