About this opportunity
The Federal Emergency Management Agency (FEMA) Community Survivor Assistance Section is conducting market research through Request for Information (RFI) 70FB8026I00000004 to assess industry capability for supplying 700W LED Balloon Light Kits (SKU # SZBLK700W, Brand Name or Equal). These portable lighting units are intended for use at disaster staging areas during non-daylight hours as part of FEMA's Incident Support Base (ISB) Program. The equipment must meet specific technical requirements, including a 700-watt modular array with 102,000 lumen output, an IP65 ingress protection rating, a crank tripod, and a soft padded carrying case, along with necessary safety certifications including ETL, RoHS, FCC, CE, Prop 65, and UL approval. This RFI does not constitute a solicitation for proposals and will not result in a binding contract; rather, it is intended to obtain questions and feedback from industry regarding product availability and firm capabilities. Written questions must be submitted via email to the designated point of contact no later than 9:00 AM Eastern Time on Friday, February 20, 2026, with all question responses to be posted subsequently on SAM.gov.
No set-aside designations have been applied to this procurement opportunity. FEMA is seeking 30 units of the specified LED Balloon Light Kits to be delivered within 60 days from award to SMT-Fort Worth at 501 W. Felix Street, Warehouse #12, Fort Worth, Texas 76115. The contractor must provide three-year warranty documentation as part of the delivery requirements. The RFI response deadline is February 25, 2026, though this date marks the end of the market research phase rather than a proposal submission deadline. While no budget range or award value has been disclosed in this pre-solicitation notice, interested parties should note that participation in this RFI does not preclude future participation in any subsequent Request for Quote (RFQ) that FEMA may issue following completion of its market research.
