About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 22 (Phoenix VA Healthcare System) seeks portable home sleep apnea testing devices and related services, with offers due June 15, 2026, and questions due June 8, 2026. This is a Service-Disabled Veteran-Owned Small Business set-aside.

Place of performance is Phoenix, Arizona. The contractor must supply Type III home sleep apnea testing devices with a minimum of six channels (respiratory effort, airflow, heart rate, oximetry, snore, and actigraphy) integrated with VA Somnoware, TRM-approved software, and VA EHR systems. Services include direct-to-patient mailing of disposable or reusable devices, 24/7 customer support, secure receipt of VA-provided address listings, and delivery of completed sleep study interpretations in digital format with results available immediately for disposable devices or within 2–3 days for reusable equipment. The contractor is responsible for device preparation, packaging with return shipping instructions and prepaid postage, quality assurance, equipment maintenance and replacement, and monthly itemized invoicing via the Tungsten Network system within five days of month-end.

The contract runs from July 1, 2026, through June 30, 2027 (base year), with four optional one-year extension periods through June 30, 2031, on a Firm-Fixed-Price basis. Historical volume under the prior contract (held by Itamar Medical, Inc.) totaled 4,060 completed studies across all years. The NAICS code is 339112 (Surgical and Medical Instrument Manufacturing); PSC is Q521 (Medical–Pulmonary). Evaluation considers technical approach (device specifications and task execution), relevant experience in portable home sleep apnea testing within the past three years, and required documentation (VA Form 10091, W-9, SAM registration, and signed VAAR 852.219-75 certifications), with award based on best value. The contractor must limit subcontracting to 50% for services. Offers must be submitted via email to Felicia Simpson (Felicia.Simpson@va.gov) or Diana McInnis (Diana.McInnis@va.gov).
