About this opportunity

The Air Force Materiel Command Lifecycle Management Center at Robins Air Force Base is conducting a Request for Information (RFI) to identify potential contractors capable of producing and repairing the AN/PLM-4 Radar Signal Simulator, a portable, single-person emitter simulator used to test electronic warfare systems across 29 Air Force aircraft platforms including the A-10, B-1B, B-2, C-130, F-15, F-16, and HH-60. Qualified contractors must demonstrate expertise in radar signal simulator design, development, integration, production, and repair, along with the ability to handle three distinct equipment configurations: Standard, Millimeter Wave Option, and Millimeter Wave/Multiplex Option variants. Key contract requirements include achieving a 95% on-time delivery rate, maintaining no more than one Product Quality Deficiency Report per order per quarter, processing a turnaround of 18 units monthly with a 120-calendar-day lead time, and maintaining full compliance with cybersecurity, quality management systems, and comprehensive reporting standards including CAV-AF, GIDEP, and IUID Registry reporting. The evaluation will assess contractor capability across technical expertise, facility security clearance status, past performance, quality assurance certifications, calibration capabilities, and commercial data availability. Responses to the RFI must be submitted by 4:00 PM EST on February 13, 2026, to Contracting Officer Oya Harrison at oya.harrison.1@us.af.mil.

This procurement is not designated as a small business set-aside and is open to both large and small businesses, including joint ventures and teaming arrangements. Symetrics Industries, dba Extant Aerospace, is identified as the original equipment manufacturer and retains all proprietary rights to the AN/PLM-4, with the government owning no data, drawings, or equipment related to the system. The government estimates annual production requirements ranging from 1 to 50 units for fiscal years 2027 through 2032, with the contract period extending five years from date of award. The RFI specifically requests rough-order-of-magnitude cost estimates for complete technical data packages and product costs, though specific budget ranges have not been disclosed in this pre-solicitation phase. Contractors responding to the RFI should be prepared to address facility requirements, special tooling needs, long-lead items, warranty offerings, and willingness to support the extended contract performance period outlined in the Draft Performance Work Statement.
