About this file

This is a Draft Performance Work Statement (PWS) for repair and procurement services of the AN/PLM-4 Radar Signal Simulator (RSS) for the United States Air Force. The contract covers depot-level repair of failed units and procurement of new simulators across three configurations: the High Power version (NSN 6625-01-521-6099), the High Power with Millimeter Wave Option (NSN 6625-01-533-2767), and the High Power with Millimeter Wave and Emitter Multiplex option (NSN 6625-01-533-4025). The equipment is used to test Electronic Warfare and Radar Warning Receiver systems and is available exclusively from Symetrics Industries, dba Extant Aerospace, the Original Equipment Manufacturer. The contract period extends five years from date of award, with services performed at the contractor's facility.

Key performance requirements include delivering 95% of repaired and procured assets on time per order, maintaining no more than one Product Quality Deficiency Report per order per quarter, and achieving a turnaround time of 18 AN/PLM-4 RSS units per month (8 Standard, 5 MMW Option, 5 MMW/Multiplex Option) with a 120-calendar-day lead time after receipt of assets in "F" or "G" condition. For Millimeter Wave Option units, the contractor must perform Teardown, Test and Evaluation and provide a quote within 30 days before beginning repairs under a separate task order. The contractor is responsible for all government property furnished, must comply with comprehensive reporting requirements including CAV-AF, GIDEP, and IUID Registry reporting, and must maintain 100% adherence to a Quality Management System. Additional requirements include cybersecurity compliance, safety and mishap reporting, submission of monthly status reports, Class I Engineering Change Proposals within 15 business days of determination, and compliance with environmental and occupational health standards.

DRAFT Performance Work Statement for

REPAIR AND PROCUREMENT OF PORTABLE COUNTERMEASURES

MAINTENANCE (AN/PLM-4) RADAR SIGNAL SIMULATOR (RSS)

Purchase Request: FD2060-XX-XXXX

PR: FD2060-__-_____ PWS REVISION: 0 2

1.0 Description of Services

This performance work statement (PWS) identifies requirements to both procure the AN/PLM-4 Radar Signal Simulator (RSS) and to repair to Fully Mission Capable (FMC) status. The purpose is to meet the requirements for multiple years of procurement and repair efforts of the High- Power version, National Stock Number (NSN) 6625-01-521-6099; the High Power with Millimeter Wave Option, NSN 6625-01-533-2767; and the High Power with Millimeter Wave and Emitter Multiplex option, NSN 6625-01-533-4025. Work required under this effort includes all actions necessary to return an item to a serviceable condition. The hardware repair line shall be accomplished at the Contractor’s facility.

1.1 Objective(s): This PWS describes the services required to provide depot level repair of the failed AN/PLM-4 RSS (NSN: 6625-01-521-6099, 6625-01-533-2767, and 6625-01-533- 4025) and/or the procurement of new AN/PLM-4 RSS (NSN: 6625-01-497-7780, 6625-01-516-8238, and 6625-01-533- 4055).

1.2 Benefit to United States Air Force (USAF): This acquisition will benefit the United States Air Force (USAF) by providing Air Force units with a viable and proven way to test their Electronic Warfare (EW)/ Radar Warning Receiver (RWR) systems. Enabling them to meet mission requirements.

1.3 Background: The AN/PLM-4 RSS systems are classified as commercial, available only from Symetrics Industries, dba Extant Aerospace, the Original Equipment Manufacturer (OEM). The AN/PLM-4 is used to perform Electronic Warfare (EW)/ Radar Warning Receiver (RWR) system confidence tests. It is a stand-alone, manually operated, programmable, portable simulator. The High-Power version generates 0.5 to 18.0 GHz Radio Frequency (RF) signals and transmits them via internal antenna towards aircraft receiving EW/RWR systems. There are High Power with Millimeter Wave Option and High Power with Millimeter Wave and Emitter Multiplex option capable of generating .5 to 40 GHz RF signals. The test systems can be used with either direct cable connections or free-space radiation. The AN/PLM-4 RSS is self-contained and can operate from its internal battery or by external power. The AN/PLM-4 RSS can be operated by a single person and is a small lightweight unit that can be hand-carried to the System-Under- Test (SUT). The AN/PLM-4 RSS is designed to provide the maintenance technician with a rapid and thorough evaluation of installed EW/RWR systems.
