About this opportunity

Air Force Special Operations Command seeks a portable Aircraft Rescue and Firefighting (ARFF) live fire trainer and qualified operator to conduct bi-annual training at Cannon Air Force Base, with proposals due July 20 and questions due July 15. The procurement is a total small business set-aside (NAICS 532490, size standard $40 million) issued as a Request for Quotations under firm-fixed-price terms.

Place of performance is Clovis, New Mexico. The contractor shall deliver a medium-frame Modular Aircraft Fire Trainer to Building 158 and the designated fire training complex, provide one qualified operator, conduct five classroom and five practical training evolutions semiannually during March/April and September/October, and remove all equipment upon completion. Training must comply with OSHA, ANSI, NFPA 1403, and NFPA 1003 standards. Each training period consists of five consecutive eight-hour days. All contractor personnel must pass background checks and provide Real ID for base access. The government furnishes training facilities, training pads, water, and propane; the contractor furnishes all other equipment and materials.

The performance period runs July 20, 2026 to July 19, 2027 (base year), with four optional one-year extensions through July 19, 2031, covering a total of five years. Cannon's existing static ARFF trainer is out of service and would require repairs exceeding $1.5 million. Evaluation criteria are technical acceptability, past performance, and price. Award will be made to the responsible offeror whose conforming offer is most advantageous to the Government. Offerors must register in SAM and submit a completed pricing worksheet, offeror information and certification, and conflict of interest statement.

Notice text

Cannon AFB, NM requires Portable Aircraft Rescue and Fire Fighting (ARFF) Live Fire Trainer and operator that will enable Cannon F&ES to train/maintain Aircraft Firefighter certifications in accordance with National Fire Protection Association (NFPA) Standards 1003 and 1403, and Federal Aviation Administration (FAA) Part 139 requirements. This is a requirement for live fire training evolutions for F&ES personnel over a period of 5 days to ensure all members receive the training. Bi-annual training will occur in the months of April and August. This BPA should cover a period of 5 years. Aircraft live fire training is required on a bi-annual basis by the Air Force Civil Engineer Center’s (AFCEC) Master Training Plan (MTP), and on an annual basis by the Federal Aviation Administration (FAA) per FAA Part 139. Moreover, AFI 10-210 requires fire protection personnel to complete Aircraft Live Fire Training every 12 months. Due to an extensive amount of safety issues, Cannon Fire & Emergency Service's (F&ES) static ARFF live fire trainer has been rendered out-of-service and would require costly repairs more than $1.5M. This has caused a significant training deficiency which could degrade rescue and firefighting capabilities of F&ES personnel. To augment the out-of-service ARFF training equipment and ensure timely compliance with the training requirements, the resulting contract of this effort will provide the required training equipment and instruction to all F&ES personnel.
