About this opportunity

Air Combat Command is preparing to procure a Pop-up Target System under competitive 8(a) set-aside, with a response deadline of May 19, 2026. The system comprises nineteen new pop-up targets, a long-range wireless communications network, remote-control hardware, and operator training.

The new targets must closely mirror the existing ATA "PIT" target design, form factor, and size to integrate seamlessly into current protected target berms. All target components are exclusively battery-powered. The contractor shall deliver two control tablets/pads for operator use at the range tower and three hand-held controllers for maintenance personnel; all control devices must be battery-powered. The system requires a dependable wireless long-range communications network—such as WiFi—establishing a minimum two-mile range between the range tower and target placement areas, with all targets fully functional and controllable at those locations. Communications relays and associated network components may be solar-powered or battery-powered.

Control software must provide accurate scoring and reporting of target hits, control of background lighting effects, selection and triggering of simulated return gunfire indication modes, and real-time reporting and monitoring of target battery power levels. The contractor must also provide upgrade options and required hardware and software to integrate and ensure compatibility with existing, on-hand ATA pop-up targets and chassis.

NAICS code is 333310 (Commercial and Service Industry Machinery Manufacturing); PSC code is 6910 (Training Aids).
