About this opportunity
The Department of the Interior Bureau of Land Management seeks design, furnishing, installation, integration, configuration, and testing of a complete NDAA-compliant security system at Pompeys Pillar National Monument in Montana, with quotes due July 13, 2026. This is a Total Small Business Set-Aside; only small businesses are eligible. The NAICS code is 238210, Electrical Contractors and Other Wiring Installation Contractors.
Place of performance is Pompeys Pillar National Monument at 3039 Hwy 312, Pompeys Pillar, Montana 59064, covering the Interpretive Center, boardwalk areas, pump house, garage, shop, and associated outbuildings. The work is firm fixed-price with a single award anticipated. The contract period runs August 1 through December 1, 2026, with construction commencing within 10 calendar days of Notice to Proceed and all work to be completed within 90 days thereafter. Work hours are Monday through Friday, 7:00 a.m. to 5:00 p.m.
The Statement of Work specifies exact equipment: 13 Speco 5MP outdoor turret cameras (V5T3M), 1 Speco 20 optical zoom PTZ camera (HTPTZ20T), 1 Speco 4MP PTZ camera (O4P4X2), a Speco 40-channel hybrid NDAA-compliant recorder (H40HR), a dedicated Speco recorder (N4NRM2TB), a DMP XR150 network panel with integrated video triggers, DMP accessories including keypads and zone expanders, and Honeywell 5800 series extreme-temperature sensors. Contractors must furnish all network connectivity, IP addressing, server and workstation infrastructure, and remote monitoring systems; no Government-provided as-built drawings, camera schedules, or network diagrams will be supplied. Existing non-compliant security equipment will be completely removed unless otherwise directed by the Contracting Officer. Contractor personnel do not require background investigations, badging, or special access authorization. Evaluation emphasizes prior demonstrated experience more heavily than pricing. Contractors must maintain liability insurance (General Liability: $500,000; Workers' Compensation: $100,000; Automobile: $200,000 per person/$500,000 per occurrence) and comply with prevailing wage rates under Montana wage determination MT20260064. Amendment 0001, issued June 25, 2026, clarifies that components proposed as "approved equal" must meet the same minimum functional requirements as specified, and addresses equipment procurement lead-time extensions at Contracting Officer discretion. Contact Contracting Officer Chad Clapp at chad_clapp@ios.doi.gov; Monument Manager John Klinkel at (406) 647-2540 for site assessment.
