Contractor personnel do not require background investigations, badging, or special access authorization, and the existing intrusion detection system is not currently monitored by a central station.

Amendment 0001

Questions and Answers

Q1. When is the site visit on this and what's the process?

A1. No organized site visit required, It's a public building. You can ask for John Klinkel the Monument Manager and let him know you are there to assess the current security system to prepare your quote. Follow normal operating hours. You may call Monument Manager John Klinkel (406)647-2540 before you visit. Whoever is in the fee booth, tell them you are a contractor involved in one of our infrastructure projects for the monument.

Q2. Can the Government provide Attachment 1 (Statement of Work), including any drawings, camera schedules, equipment lists, and installation requirements referenced in the solicitation?

A2. SOW is on SAM.gov. No drawings, camera schedules, equipment lists, or installation requirements will be provided.

Q3. Are existing cameras, intrusion devices, cabling, network switches, and communication pathways to remain in place, or should contractors assume complete replacement of all security system components?

A3. All old equipment will be removed unless otherwise directed by CO/COR during construction.

Q4. Will the Government provide network connectivity, switch ports, IP addressing, and any required server or workstation infrastructure, or are contractors expected to furnish these items?

A4. Contractor will furnish these items.

Q5. Will remote monitoring, alarm notification, or video storage systems be provided by the Government, or are contractors expected to furnish and configure these capabilities?

A5. Contractor will furnish and configure these capabilities.

Q6. Are there any existing as-built drawings, security system diagrams, camera layouts, or network diagrams available for contractor use?

A6. No, visiting the site is recommended.

Q7. What NDAA-compliant camera manufacturers are currently deployed at the site, and is compatibility with existing equipment required?

A7. Current system is not NDAA compliant and shall be removed.

Q8. What specific AI analytics capabilities are required (e.g., person detection, vehicle detection, line crossing, intrusion detection, object removal, license plate recognition, etc.)?

A8. Person, vehicle, license plate recognition, and intrusion detection required.

Q9. Will contractor personnel require background investigations, badging, or special access authorization to perform the work?

A9. No

Q10. Please confirm whether the 90-day construction period begins after approval of all submittals and equipment procurement, or if equipment procurement lead times are included within the 90-day performance period.

A10. The period of performance is from 08/01/2026 - 12/01/2026. If equipment procurement lead times become a problem the CO can extend the period of performance after award. Construction begins with-in 10 days of the Notice to Proceed issued by the Contracting Officer.

Q11. Is the existing intrusion detection system currently monitored by a central station or monitoring provider? If so, should contractors include reconnection, programming, testing, and coordination with the monitoring provider as part of the project scope?

A11. The existing intrusion detection system is not currently monitored by a central station or monitoring provider.

Q12. For components identified as “approved equal,” please identify the minimum functional requirements and performance criteria that proposed equal camera systems, recorders, intrusion detection equipment, and analytics platforms must meet.

A12. Components identified as approved equal must meet the same minimum functional requirements as the components specified in the statement of work.
