The Period of Performance is 60 days from Notice to Proceed to Final Completion, with all work performed Monday through Friday, 7:00 a.m. to 5:00 p.m. The contractor must submit an estimated construction schedule, product data sheets, and specifications prior to work commencement, with the Government having 7 days to review submittals. The contractor must provide proof of manufacturers' warranties, certification of proper installation, and all applicable owner's/operation manuals. Bidders are encouraged to conduct site inspections between 8:00 a.m. and 4:00 p.m., Monday through Friday.

Statement of Work (SOW)

Pompeys Pillar Security System Upgrade

Eastern Montana Dakotas District/Billings Field Office

May 22, 2026

Statement of Work

1. Background:

The Bureau of Land Management (BLM), Pompeys Pillar National Monument located at 3039 Hwy 312, Pompeys Pillar, MT 59064, requires a complete modernization of its physical security and surveillance infrastructure. The project includes replacing legacy and failing systems, transitioning to NDAA-compliant camera equipment, integrating AI-based video analytics, and implementing a unified DMP XR150 intrusion platform, or approved equal.

The purpose of this solicitation is to procure contractor services to design, furnish, install, integrate, configure, and test a fully operational security system covering the Interpretive Center, boardwalk areas, pump house, garage, shop, and associated outbuildings. This system must comply with all applicable federal regulations.

2. Scope:

The contractor shall provide and install a complete NDAA-compliant video surveillance system upgrade based on the specifications below.

2.1 Camera Hardware and Placement.

Contractor shall supply and install the following components or approved equals at the locations of existing equipment.

a. 13× Speco 5MP Outdoor Turret Cameras (V5T3M) for fixed coverage.

b. 1× Speco 20× Optical Zoom PTZ (HTPTZ20T) for main pole monitoring.

c. 1× Speco 4MP PTZ (O4P4X2) for signature-viewing area.

Appropriate pole mounts, wall mounts, PoE injectors, adapters, and network hardware.

2.2 Recoding and Monitoring Infrastructure

a. Replace the legacy recorder with a Speco 40-channel hybrid NDAA-compliant recorder

(H40HR) or approved equal.

b. Install a dedicated Speco N4NRM2TB or approved equal recorder for the signature viewing station.

c. Integrate systems to allow secure off-site access via browser or mobile app.

d. Reuse existing wireless antenna links where applicable.

2.3 Virtual Perimeter System

a. Replace the legacy underground-wired physical security beams.

b. Install and configure Speco Technologies AI-enabled cameras to detect human movement while filtering wildlife and environmental noise.

c. Configure camera-based alarm triggers wired into designated zones on the new DMP security panel.

d. Verify the system eliminates false alarms and reliably identifies after-hours human intrusion events

2.4 Intrusion Detection & Access Control Modernization

a. Main Control System

Install DMP XR150 network panel, or approved equal, with monitoring for all buildings and integrated video triggers. Connect to facility's existing network for Virtual Keypad remote management. Use DMP 736P POPIT, or approved equal, Interface to adapt legacy Bosch/Radionics wiring. Install 712-8 Zone Expander, or approved equal, to receive AI camera alarm triggers. Once integrated with the AI camera system, permanently remove the failing beam system.

b. East End Outbuildings

Combine three buildings into a single partition. Provide new keypads and programming.

c. Maintenance Shop Hub

Install two DMP 7060, or approved equal, keypads. Install DMP 1100XH, or approved equal, wireless receiver. Replace sensors with 1106 wireless door sensors and 1122 wireless motion detectors or approved equal. Integrate 1100TF wireless translator, or approved equal.

d. Unheated Garage

Install Honeywell 5800 series wireless extreme-temperature sensors or approved equal.

3. Submittals

3.1 List of Submittals

a. Contractor shall submit their estimated construction schedule prior to beginning work.

b. Contractor shall submit proposed product data sheets and product specifications for all cameras, recording and monitoring hardware, virtual perimeter system, and intrusion detection & access control system.

c. Contractor shall deliver Submittals to the BLM Contracting Officer Representative (COR).

After receipt of Submittals, the Government shall have 7 days to review and respond to Submittals.

d. Provide the Government with proof of product manufacturers’ product warranty and certification that the installation was performed according to the terms and conditions of the warranty.

e. Provide Government with all applicable owner’s/operation manuals.

4. Work Schedule

4.1 Period of Performance

The Period of Performance for this contract shall be 60 days from Notice to Proceed to Final Completion.

4.2 Notice of Completion

Provide notice of completion to Contracting Office and Contracting Officer Representative at substantial completion of work. After notification from Contractor of Completion of Work, BLM shall be allowed five additional working days to complete a Final Walkthrough for the purpose of accepting or rejecting Work.

4.3 Work Hours

All work shall be performed during normal hours of operation (Monday-Friday 7:00 a.m. to 5:00 p.m.)

5. Contractor Site Inspection

All bidders are encouraged to inspect the site prior to bidding. Access to site is available from 8:00 a.m. to 4:00 p.m. Monday through Friday.
