The U.S. Army Corps of Engineers, Wilmington District is planning a new Firm Fixed Price (FFP) design-build contract for the design and construction of three two-story training facilities at Fort Liberty, North Carolina. The facilities will simulate a city hall, a residence, and a laboratory to provide a variety of training environments for Special Operations Forces (SOF). The contract will be awarded using the Lowest-Price, Technically Acceptable (LPTA) evaluation criteria, and the solicitation will be issued on or about September 24, 2024.

PN100850 SOF Exploitation Training Facilities
Fort Liberty, North Carolina
This is not a solicitation nor a request for proposals
The US Army Corps of Engineers, Wilmington District is planning for a new Firm Fixed Price (FFP) contract utilizing the design-build method, under solicitation W912PM24R0013 for design and construction of three (3) new training facilities (two-stories each) design to simulate a city hall, a residence, and a laboratory for the Special Operations Forces (SOF) at Fort Liberty, North Carolina. In order to provide a variety of training environments for the students to experience, the city hall simulation building should contain multiple office settings; the residential simulation building should include multiple bedroom dwelling spaces; and the laboratory simulation building should include multiple laboratory settings. Low Impact Development features will be included in the design and construction of this project as appropriate. Supporting facilities include site development, a gravel access road, electric utilities and connections, water connection, storm drainage, and other site improvements. These facilities will be used by military able-bodied soldiers. This project will be designed and constructed in accordance with Unified Facilities Criteria, Installation Architectural Compatibility Plan, other applicable Department of Defense (DoD) criteria, Army regulations, and applicable U.S. Federal environmental laws and regulations. This project will provide Anti-Terrorism/Force Protection (AT/FP) features and comply with AT/FP regulations and physical security mitigation in accordance with DoD Minimum Anti-Terrorism Standards for Buildings.
The contract issued will be Firm Fixed Price.
The North American Industry Classification System (NAICS) code is 236220 - Commercial and Institutional Building Construction and the size standard is $45,000,000.00.
The Magnitude of Construction of this project is between $1,000,000 and $5,000,000. This solicitation will be issued in electronic format only and will be available on or about September 24, 2024.
This solicitation will be offered as a competitive 100% Small Business set-aside solicitation. It is the Government’s intent to award a single Firm Fixed Price. Any award made from the upcoming solicitation will be in accordance with the Lowest-Price, Technically Acceptable (LPTA)
