About this opportunity

The U.S. Army Contracting Command at Aberdeen Proving Ground is seeking innovative solutions for a Platoon Battery Charger (PBC) through a Request for Prototype Proposal under solicitation W91CRB-25-R-0022. This procurement aims to develop a man-portable bulk battery charger capable of charging multiple military battery types including BB-2590, Conformal Wearable Battery, and radio batteries, enabling small unit operations for up to 72 hours in austere environments. The contract requires delivering ten fully functional prototype samples that must pass rigorous Prototype Qualification Testing across six performance categories including battery charging capabilities, input voltage tolerance, temperature resilience, drop resistance, immersion testing, and rain exposure. Evaluation will be based on five factors: System Operational Concept and Capability, Charger Design and Portability, Schedule, Price, and a Bid Sample, with the first two factors being of equal importance. The original proposal deadline of July 17, 2025 at 12:00 PM Eastern Time remains in effect, though bid samples were extended to July 18, 2025 at 12:00 PM Eastern Time through Amendment 03.

This solicitation operates under no set-aside designation and will award up to two Other Transaction Authority agreements on a firm fixed price basis, each with a 12-month performance period. The pricing structure includes a prototype phase with six Contract Line Item Numbers covering development activities, followed by a three-year production phase with annual quantities of 100,000 Universal Battery Charger - Extreme units per year. No incumbent contractors are identified in the documentation, as this appears to be a competitive prototype development effort targeting innovative solutions from both traditional and non-traditional defense contractors. The successful prototype phase will enable contractors to compete for a subsequent low-rate initial production award, with the government intending to select one offeror for production after prototype qualification. Performance will occur at contractor facilities for development work, with Government Integration Testing conducted at Aberdeen Proving Ground, Maryland, and the charger must meet stringent military standards including MIL-STD-461 for electromagnetic compatibility and MIL-STD-810 for environmental testing.
