About this opportunity
The Defense Microelectronics Activity (DMEA) is seeking a plasma cleaning system to support microelectronics surface preparation operations at its facility in McClellan, California. The procurement includes an OPENAIR Plasma System with a digital plasma generator, rotating jet, control units, a 3-axis Cartesian Robot (510 x 510mm), a lab enclosure with safety controls, one day of on-site startup and configuration, and one year of equipment maintenance and technical support. The contractor must provide a staffed support center with experienced design engineers available Monday through Friday from 8:00 AM to 5:00 PM Pacific Standard Time, capable of diagnosing and resolving technical issues of all complexity levels. Award will be made to the responsible offeror whose offer provides the best value to the Government based on two evaluation factors: quality of the product and price. Quotes are due by 2:00 p.m. Pacific Standard Time on Thursday, April 9, 2026, and must be submitted via email to nicholas.s.roberts8.civ@mail.mil.
This solicitation is designated as a total small business set-aside per Federal Acquisition Regulations. Plasmatreat USA, Inc. has been identified as the sole source capable of meeting the Government's requirements due to patented technology (US10554411) for generating a rotating atmospheric plasma beam. The Government anticipates awarding a firm-fixed-price contract with all-inclusive unit pricing, with the recommended Contract Line Item structure including the OPENAIR Plasma System unit, shipping, and one year of annual support. The solicitation (HQ072726QNR02) was posted on March 31, 2026, with performance to occur at DMEA in McClellan Park, California 95652. The contracting officer has determined the anticipated cost to be fair and reasonable based on an Independent Government Estimate and market research conducted in January 2026.
