About this file

This is a Request for Quote (RFQ) for seed increase field services issued by the Bureau of Land Management (BLM) Colorado State Office on October 22, 2026, with a quote submission deadline of October 29, 2026 at 8:00 AM Mountain Daylight Time. The procurement is set aside 100% for Women-Owned Small Businesses (WOSB) under NAICS code 111998 (All Other Miscellaneous Crop Farming) with a $2.5 million size standard. Two line items are solicited for seed increase fields involving plant materials development and seed-increase services under Product/Service Code F010 (Natural Resources/Conservation—Seedling Production/Transplanting), with a period of performance from November 1, 2026 through October 30, 2030 and delivery due October 30, 2030.

This is a firm-fixed-price commercial acquisition under FAR Part 12. Quotes must be submitted in two parts: Part I addressing non-price technical factors (Technical Experience, Staffing Plan and Key Personnel, and Work Plan) and Part II containing the pricing proposal. Technical factors are weighted equally and are collectively more important than price. Technical experience must demonstrate relevant and recent project completion (within three years) of comparable scope and complexity, with submission of an example schedule demonstrating ability to meet the performance period. Staffing proposals should detail key personnel resumes, including a dedicated project manager, core team qualifications, subcontractor experience, and internal quality assurance processes. The work plan should detail technical approach to plant materials development and seed-increase services relative to the Performance Work Statement (PWS) attached. Price reasonableness will be evaluated based on level of effort, labor mix, and total quoted cost. Past performance will be assessed through SAM.gov and CPARS.gov systems. Quotes are valid for a minimum of 120 days, and the government reserves the right to conduct discussions if necessary. Quotations must be sent to courtni_strickland@ios.doi.gov; questions are due by October 27, 2026. The Contracting Officer is Chau Nguyen (cnguyen@blm.gov, 303-239-3678) and the Contract Specialist is Courtni Strickland (cstrickland@ios.doi.gov).

(1) Has the same small business program status as that which qualified the prime contractor for the award (e.g., for a small business set-aside contract, any small business concern, without regard to its socioeconomic status); and

(2) Is considered small for the size standard under the North American Industry Classification System (NAICS) code the prime contractor assigned to the subcontract.

(c) Applicability. This clause applies only to-

(1) Contracts that have been set aside for any of the small business concerns identified in 19.000(a)(3);

(2) Part or parts of a multiple-award contract that have been set aside for any of the small business concerns identified in 19.000(a)(3);

(4) Orders expected to exceed the simplified acquisition threshold and that are set aside for small business concerns under multiple-award contracts, as described in 8.4 and 16.5;

(5) Orders, regardless of dollar value, that are set aside in accordance with sections 19.105, 19.106, 19.107, and 19.108 under multiple-award contracts, as described in 8.4 and 16.5; and

(6) Contracts using the HUBZone price evaluation preference to award to a HUBZone small business concern unless the concern waived the evaluation preference.

(d) Independent contractors. An independent contractor shall be considered a subcontractor.

(e) By submission of an offer and execution of a contract, the Contractor agrees that in performance of a contract assigned a North American Industry Classification System (NAICS) code for-

(1) Services (except construction), it will not pay more than 50 percent of the amount paid by the Government for contract performance to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count towards the prime contractor's 50 percent subcontract amount that cannot be exceeded.

When a contract includes both services and supplies, the 50 percent limitation shall apply only to the service portion of the contract;

(2) Supplies (other than procurement from a nonmanufacturer of such supplies), it will not pay more than 50 percent of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count towards the prime contractor's 50 percent subcontract amount that cannot be exceeded.

When a contract includes both supplies and services, the 50 percent limitation shall apply only to the supply portion of the contract;

(3) General construction, it will not pay more than 85 percent of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities. (g) A joint venture agrees that, in the performance of the contract, the applicable percentage specified in paragraph (e) of this clause will be performed by the aggregate of the joint venture participants.

(1) In a joint venture comprised of a small business protégé and its mentor approved by the Small Business Administration, the small business protégé shall perform at least 40 percent of the work performed by the joint venture. Work performed by the small business protégé in the joint venture must be more than administrative functions.

52.219-28 Postaward Small Business Program Rerepresentation. (JAN 2025) (Deviation JAN 2026)

(a) Definitions. As used in this clause-

Long-term contract means a contract of more than five years in duration, including options.

However, the term does not include contracts that exceed five years in duration because the period of performance has been extended for a cumulative period not to exceed six months under the clause at 52.217-8, Option to Extend Services, or other appropriate authority.

Small business concern-

(1) Means a concern, including its affiliates, that is independently owned and operated, not dominant in its field of operation, and qualified as a small business under the criteria in 13 CFR part 121 and the size standard in paragraph (c) of this clause.

(2) Affiliates, as used in this definition, means business concerns, one of whom directly or indirectly controls or has the power to control the others, or a third party or parties control or have the power to control the others. In determining whether affiliation exists, consideration is given to all appropriate factors including common ownership, common management, and contractual relationships. SBA determines affiliation based on the factors set forth at 13 CFR 121.103.

(b) If the Contractor represented that it was a small business concern, a small disadvantaged business concern, or a joint venture that was any of the small business concerns identified in 19.000(a)(3) prior to award of this contract, the Contractor shall rerepresent its size and socioeconomic status according to paragraph (e) of this clause or, if applicable, paragraph (g) of this clause, upon occurrence of any of the following:

(1) Within 30 days after execution of a novation agreement or within 30 days after modification of the contract to include this clause, if the novation agreement was executed prior to inclusion of this clause in the contract.

(2) Within 30 days after a merger or acquisition that does not require a novation or within 30 days after modification of the contract to include this clause, if the merger or acquisition occurred prior to inclusion of this clause in the contract.

(3) For long-term contracts-

(i) Within 60 to 120 days prior to the end of the fifth year of the contract; and

(ii) Within 60 to 120 days prior to the date specified in the contract for exercising any option thereafter.

(c) The Contractor shall rerepresent its size status in accordance with the size standard in effect at the time of this rerepresentation that corresponds to the North American Industry Classification System (NAICS) code(s) assigned to this contract. The small business size standard corresponding to this NAICS code(s) can be found at https://www.sba.gov/document/support--table-size-standards.

(d) The small business size standard for a Contractor providing an end item that it does not manufacture, process, or produce itself, for a contract other than a construction or service contract, is 500 employees, or 150 employees for information technology value-added resellers under NAICS code 541519, if the acquisition-

(1) Was set aside for small business and has a value above the simplified acquisition threshold;

(2) Used the HUBZone price evaluation preference regardless of dollar value, unless the Contractor waived the price evaluation preference; or

(3) Was an 8(a), HUBZone, service-disabled veteran-owned, economically disadvantaged women-owned, or women-owned small business set-aside or sole-source award regardless of dollar value.

(e) Except as provided in paragraph (g) of this clause, the Contractor shall make the representation(s) required by paragraph (b) of this clause by validating or updating all its representations in the Representations and Certifications section of the System for Award Management (SAM) and its other data in SAM, as necessary, to ensure that they reflect the Contractor's current status. The Contractor shall notify the contracting officer in writing within the timeframes specified in paragraph (b) of this clause, that the data have been validated or updated, and provide the date of the validation or update.

(f) If the Contractor represented that it was other than a small business concern prior to award of this contract, the Contractor may, but is not required to, take the actions required by paragraphs (e) or (g) of this clause.

(g) If the Contractor does not have representations and certifications in SAM, or does not have a representation in SAM for the NAICS code applicable to this contract, the Contractor is required to complete the following rerepresentation and submit it to the contracting office, along with the contract number and the date on which the rerepresentation was completed:

52.212-2 Evaluation-Commercial Products and Commercial Services. (NOV 2021) (Deviation Effective Date)

(a) Evaluation factors. The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate offers:

APPLICABLE INSTRUCTIONS TO OFFERORS

1. Provide your quotation in two parts: PART I (Non-price factors) PART II (Pricing Proposal)

2. Send quotation to courtni _strickland@ios.doi.gov no later than the suspense date. Late quotes will not be considered.

3. Questions are to be submitted to courtni _strickland@ios.doi.gov no later than the above suspense date and time. Any questions will be responded to via RFQ amendment to the vendor pool.

4. Quotes shall be valid for not less than 120 days.

5. Although the government does not currently anticipate a need for discussions, the government reserves the right to conduct discussions if necessary.

APPLICABLE EVALUATION CRITERIA

Selection of best value will be achieved through a process of evaluating each quote against the Evaluation Criteria described below.

The non-cost criteria (Work Plan, Technical Experience, Past Performance, and Staffing/Key Personnel) are weighted equally, and when combined are more important than the price. In the case where technical capabilities are similar, price may be the deciding factor.

Evaluation Factors

TECHNICAL EVALUATION FACTOR 1: Technical Experience The Government will evaluate the relevancy (similarity in size and scope) and recency of each team's technical experience as relates to the specified tasks to determine the degree to which it will contribute to the successful completion of requirements. Recent is defined as a project completed or significantly completed within 3 years from the issuance date of this RFQ. Relevant is defined as involving much of the same magnitude of effort and complexities this RFQ requires. Therefore, projects will be considered not relevant if the experience submitted does not involve any of the magnitude of effort and complexities required by this RFQ. Technical experience must be demonstrated for the following: The Contractor must demonstrate experience with accomplishing the tasks. The Contractor must submit an example schedule to demonstrate the ability to meet the Period of Performance.

TECHNICAL EVALUATION FACTOR 2: Staffing Plan and Key Personnel Quotes will be evaluated based on the ability to schedule and staff this project as evidenced through submission of a resume of the key personnel positions. Include a description of relevant experience for core team members and other staff. Include a description of relevant experience and expertise for any Subcontractors. Quotes will be evaluated and preference will be given to firm's demonstrating an ability to propose a dedicated and highly experienced Project Manager, in addition to firms who demonstrate the adequacy of the proposed staffing (Project Manager, key personnel, core team members, and other staffing), including the appropriate size, skill levels and experience with well restoration projects. Contractors must explain their process and effectiveness of internal QA/QC to ensure timely and high quality deliverables, the ability to meet tight schedules, and the ability to balance workloads to meet tight schedules.

TECHNICAL EVALUATION FACTOR 3: Work Plan The contractor shall provide a work plan detailing their technical approach to plant materials development and seed-increase services relative to the tasks provide in the PWS. The government intends to perform a subjective comparative analysis to determine which quotation mitigates risks associated with the work.

PRICED EVALUATION FACTOR

The Government will evaluate price reasonableness for the total quoted Price. The level of effort, the mix of labor proposed, and total quoted amount to perform the effort will be evaluated to determine price reasonableness and support a firm's technical expertise.

PAST PERFORMANCE EVALUATION FACTOR

Government Past Performance Systems including SAM.gov and CPARS.gov will be evaluated to support the determination of responsibility required per FAR 9.104-1. Likewise, this data will be used to assess the risk confidence in the contractor. Unsatisfactory or marginal performance will be viewed as unfavorable.

(b) Options (if applicable). The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. The evaluation of options does not obligate the Government to exercise the option(s).

(c) Notice of award. A written notice of award or acceptance of an offer furnished to the successful Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
