About this opportunity

The National Oceanic and Atmospheric Administration (NOAA) has issued a Special Notice for a sole source procurement of a PlanktonScope, a specialized marine research instrument. The agency intends to award a firm fixed-price contract to SIG.AI Inc. for this unique scientific equipment designed to capture high-resolution plankton images and support ecosystem-based fisheries management research. This notice is being published under Federal Acquisition Regulation (FAR) 13.106-1(b)(1), which allows for single-source acquisitions under specific circumstances. The procurement is specifically for NOAA Fisheries' Fish Ecology Division and will be delivered to the Northwest Fisheries Science Center in Newport, Oregon. The total contract value is approximately $127,000 for a moored shadowgraph camera system with advanced AI-based plankton recognition capabilities.

Contractors interested in challenging the sole source determination are invited to submit capability statements by March 20, 2025, at 10:00 am Eastern Time. The submission must be emailed to jenna.taulman@noaa.gov with a specific subject line of "PlanktonScope Capability 1403041-25-0034" and attachments not exceeding 20 MB. Potential vendors must provide technical data and cost information that convincingly demonstrates their capability to meet the requirement. The opportunity is set aside for small businesses and falls under the Analytical Laboratory Instrument Manufacturing NAICS category. NOAA emphasizes that all capability statements will be evaluated, but the ultimate determination to compete or proceed with the sole source procurement remains entirely at the government's discretion. The procurement supports NOAA's mission of understanding ocean conditions and their impact on plankton communities that serve as food sources for protected marine species.
