About this file

This document is a Statement of Need for a PlanktonScope moored shadowgraph camera system, issued by NOAA Fisheries NWFSC. The procurement seeks a specialized marine research instrument with advanced technical specifications, including a pressure-rated mooring profiler with high-pressure resistant chambers, sapphire glass windows, an AI-based plankton recognition system, and real-time monitoring software. The system is designed to provide high-resolution data on plankton prey for protected species research in the California Current System.

NOAA intends to award a sole-source, firm fixed-price contract to SIG.AI Inc. for this procurement, with a delivery deadline of October 31, 2025, to be fulfilled at the NOAA-Fisheries NWFSC in Newport, Oregon. Potential alternative vendors are invited to submit capability statements by March 20, 2025, at 10:00 am Eastern Time, with the understanding that the government retains discretion to proceed with the sole-source procurement. Interested parties must email their capability statements to jenna.taulman@noaa.gov, with attachments not exceeding 20 MB.

Text version

PlanktonScope Statement of Need Purchase Request 143041-25-0034 I. Purpose: To purchase a moored shadowgraph camera system that will provide data on the prey important for protected species. Data from this camera system will augment existing ship-based sampling with higher temporal resolution data. This will be the first plankton camera system moored on the West coast in the California Current System, and the engineering and deployment of this prototype will help colleagues at the AFSC develop a similar system. The camera will provide real-time imagery and taxonomically resolved abundance estimates of plankton prey that provide information on ocean conditions and prey for protected species.
