About this opportunity
The Department of the Army Corps of Engineers, Mobile District, issued a Project Labor Agreement (PLA) survey to inform acquisition decisions for an Operations & Maintenance with Repair and Minor Construction IDIQ MATOC serving the Defense Health Agency's East of the Mississippi Region, with responses due by June 3, 2026. This is not a request for proposal and does not commit the Government; all interested sources must respond separately to future solicitation announcements.
The seed project will deliver full-time O&M services at Walter Reed National Military Medical Center in Bethesda, Maryland, including preventive maintenance, corrective maintenance, emergency maintenance, and minor construction across HVAC, electrical, fire suppression, security, plumbing, and medical gas systems. Work must comply with Joint Commission standards and applicable federal and state codes while minimizing disruption to active medical facility operations.
The survey seeks contractor input on six specific questions addressing PLA use, local labor availability, scheduling requirements, and economy and efficiency considerations in this high-risk environment involving patient health and safety, potential exposure to toxins or infectious diseases, increased liability insurance obligations, and worker immunization requirements. Responses limited to five pages must be submitted via email to larhonda.m.archie@usace.army.mil by 2:00 PM CDT on the stated deadline.
NAICS 236220; PSC Z1DA.
