About this file
This is a Project Labor Agreement (PLA) survey document issued by the U.S. Army Corps of Engineers, Mobile District, soliciting construction industry feedback regarding the potential use of a PLA for a large-scale Operations & Maintenance (O&M) with Repair and Minor Construction project. The seed project supports the Defense Health Agency (DHA) Program's Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Task Order Contract (MATOC) for the East of the Mississippi Region, with the primary location being Walter Reed National Military Medical Center (WRNMMC) in Bethesda, Maryland. The contract vehicle is designated W9127825RA077.
The contractor will provide full-time dedicated O&M services including preventive maintenance, predictive maintenance, corrective maintenance, service orders, emergency maintenance, and minor construction incidental to O&M operations. Services encompass HVAC systems, electrical and lighting systems, fire detection and suppression systems, security systems, plumbing, medical gas systems, facility finishes, signage, and compliance with regulatory requirements including Joint Commission standards and applicable federal and state codes. The project requires extensive knowledge of facility operations, infection control processes, and minimal interference with active medical facility operations. Given the demanding work environment involving patient health and safety risks, potential exposure to toxins or infectious diseases, and specialized requirements such as increased liability insurance and worker immunizations, the government is evaluating whether a PLA would advance economy and efficiency. Responses to six specific questions regarding PLA use, local labor availability, scheduling requirements, and economy and efficiency considerations must be submitted via email to larhonda.m.archie@usace.army.mil by 2:00 PM CDT on June 32, 2026 (note: invalid date in source document), limited to five pages. This is explicitly not a Request for Proposal and does not constitute a government commitment; all future solicitation responses must be submitted separately.

Description TITLE: Perform Operation & Maintenance (O&M) with Repair and Minor Construction in Support of Defense Health Agency (DHA) Program, Indefinite Delivery Indefinite Quantity (IDIQ), Multiple Award Task Order Contract (MATOC), East of the Mississippi (EOM) Region Seed Project, Walter Reed National Military Medical Center (WRNMMC), Bethesda, Maryland, W9127825RA077.
The U.S. Army Corps of Engineers, Mobile District, is soliciting comments from the construction community addressing the potential use of a Project Labor Agreement (PLA) for a large scale O&M with Repair and Minor Construction incidental to the O&M mission project. The aforementioned is the seed project for the proposed IDIQ MATOC for the Maryland Region (W9127825RA077).
Project Description:
The contractor shall be dedicated to full time operations and maintenance of the Walter Reed National Military Medical Center (WRNMMC) Bethesda, Maryland, and the Contractor is expected to provide supervision, labor, materials, and equipment to operate and maintain the facilities systems and utilities infrastructure including recurring scheduled Preventive Maintenance (PM); Predictive Preventive Maintenance (PdM); Corrective Maintenance (CM); Service Orders (SOs); Unscheduled Maintenance, Emergency maintenance of all facility systems and components, and minor construction incidental to the O&M mission may also be required.
Services include but are not limited to general and specialized Heating Ventilation and Air Conditioning (HVAC) systems; electrical lighting systems; production and generation of high and low voltage electrical systems; fire detection, annunciation, notification and suppression systems; security cameras, sensory detection, and infant abduction systems; plumbing supply, drain, waste and vents; medical gas supply and waste systems; facility interior and exterior finishes; wayfinding signage; support nutritional medicine equipment; Regulatory Compliance items (e.g., The Joint Commission, installation, state, and federal codes and statutes). All code required testing or certifications shall be the contractor’s responsibility.
Work will vary from site to site and will require extensive knowledge of the functional operation relating to the efficient use of the facility, equipment, facility support systems, and building structures. Since the facilities will be in full operation, the contractor will be required to minimize interference with the daily operation of the MTFs and will be required to implement infection control processes. Joint Commission Environment of Care requirements and other applicable requirements must be met, including maintenance of records of preventive maintenance on all critical systems and compliance with/ implementation of the facility's Utilities Management Plan.
The Contractor shall be responsible for verifying all existing conditions, quantities, measurements, and distances, as they are only used in the Statement of Work for the estimation of the Scope of Work. The government is responsible for identifying the facility or location of work and shall not be held responsible for other inaccuracies.
All these special requirements combine to create a demanding work environment for contractors, where the contractors must be willing to take on the risk performing work that may impact patient health and safety and may even expose their own workers to toxins or infectious diseases. This necessitates measures such as increased liability insurance, special immunizations for workers in certain facilities or areas of facilities, additional worker training in the use of specialized personal protective equipment, etc.
PLA Background Information:
A PLA is defined as a pre-hire collective bargaining agreement with one or more labor organizations that establishes the terms and conditions of employment for a specific construction project and is an agreement described in 29 U.S.C. 158(f). Large-scale construction project means a Federal construction project within the United States for which the total estimated cost of the construction contract to the Federal Government is $35 million or more. Pursuant to FAR 22.503, Executive Order (E.O.) 14063, Use of Project Labor Agreements for Federal Construction Projects, requires the use of project labor agreements in large-scale construction projects to promote economy and efficiency in the administration and completion of Federal construction projects. When awarding a contract in connection with a large-scale construction project (see 22.5 , agencies shall require use of project labor agreements for contractors and subcontractors engaged in construction on the project.
The construction community is invited to comment on the use of PLA's by responding to the following questions:
1. Do you have knowledge that a PLA has been used in the local areas on projects of this kind? If so, please provide supporting documentation.
2. Are you aware of skilled labor shortage in the areas for those crafts that will be needed to complete the referenced project? If so, please elaborate and provide supporting documentation where possible.
3. Are you aware of time sensitive issues/scheduling requirements that would affect the rate at which the referenced project should be completed? If so, please elaborate and provide supporting documentation where possible.
4. Identify specific reasons why or how you believe a PLA would advance the Federal Governments interest in achieving economy and efficiency in federal procurement.
5. Identify specific reasons why you do not believe a PLA would advance the Federal Governments interest in achieving economy and efficiency in federal procurement.
6. Identify any additional information you believe should be considered on the use of a PLA on the referenced project.
Identify any additional information you believe should be considered on the non-use of a PLA on the referenced project.
Responses are to be sent via email to larhonda.m.archie@usace.army.mil no later than 2:00PM (CDT) on 32 June 2026. Responses are limited to five (5) pages.
This is NOT A REQUEST FOR PROPOSAL and does not constitute any commitment by the Government. Reponses to this labor market survey will be used by the Government to make appropriate acquisition decisions. All interested sources must respond to future solicitation announcements separately from responses to this survey.
