About this opportunity

USACE Seattle District issued a Project Labor Agreement survey notice on September 25, 2026, regarding conversion of two existing barracks buildings (Buildings 3221–3222) into operational facilities for the Multi Domain Task Force at Joint Base Lewis McChord, with industry comments due October 8, 2026, by 1:00 PM Pacific Time. This is a total small business set-aside.

The project involves hazardous material abatement and removal in crawl spaces, partial demolition of approximately 75 percent of exterior envelope and interior walls, removal of approximately 90 percent of mechanical-electrical systems, roof system replacement with new TPO roofing, new exterior envelope, and exterior painting. Work also includes coordination with adjacent current and future projects on shared construction boundaries. The estimated construction magnitude ranges from $40 million to $70 million, with a contract duration of 730 calendar days. Work falls under NAICS 236220 (Commercial and Institutional Building Construction, $45 million size standard) and PSC Y1AZ.

USACE is not issuing a solicitation, RFP, or invitation for bid at this time. Instead, the notice solicits construction industry feedback on eight specific questions regarding PLA use, including prior PLA experience in the region, skilled labor availability, scheduling impacts, cost implications, and bidding intentions. Respondents should provide detailed information on comparable projects completed within the last two to five years, including project names, descriptions, cost comparisons, timeline performance, involved craft trades, PLA usage, and challenges encountered. Comments must be submitted via email to Madeleine.H.Ouedraogo@usace.army.mil.

Notice text

USACE Seattle District has a requirement to convert two (2) existing barracks buildings into  operational facilities for 3 tier levels of command. These buildings in general are referred as “the  Hammer Heads”. The Hammer Handles have three (3) floors with a crawl space at grade  elevation. The Hammer Heads are single floor. The Basement area with a main utility  mechanical & electrical room extends partially under both the Hammer Head and the Hammer  Handle.

The definitive removal / demolition work items for each building will require:
a) Hazardous material / debris abatement and removal mostly within the crawl space
b) Partial at ~ 75% removal / demolition of exterior building envelope, interior walls, etc.
c) Removal at ~ 90% removal of building mechanical – electrical systems
d) Removal of the existing roof EPDM system (but not the roof framing structure)
The definitive repair / new work items for each building will require:
e) New exterior envelope
f) New building mechanical – electrical systems
g) New Thermoplastic Polyolefin (TPO) Roof system
h) Painting of exteriors
Other considerations for site work coordination:
i) New utility connections (mostly by other entities)
j) Shared construction boundaries with adjacent current and future projects
