About this opportunity

The Department of the Air Force's 11th Contracting Squadron is procuring 26 Automatic Generator Monitoring Devices for emergency generators at Joint Base Anacostia-Bolling through solicitation FA706025Q0029. The monitoring system must be self-contained and operate independently without internet connectivity, with the capability to store data locally and download information directly to a laptop via cable connection using Microsoft Excel for analysis. Key requirements include discrete alarm inputs, analog inputs, control relays, serial ports, alert speakers with LCD displays, and no annual subscription fees for data storage or connectivity. The government will evaluate offers based on technical capability to meet Performance Work Statement requirements, past performance over the last three years, and price using a Lowest Price Acceptable Past Performance methodology. Questions were due by September 19, 2025, at 4:00 PM EST, with quotes originally due September 23, 2025, but extended to September 29, 2025, at 12:00 PM EDT through Amendment 0001.

This opportunity is designated as a 100% Small Business set-aside with a size standard of $25.0 million under NAICS code 334513. No incumbent contractors are mentioned in the solicitation documents. While specific contract values are not disclosed, the pricing structure follows a Firm-Fixed Price format with mandatory pricing components for the various technical inputs and outputs required for each monitoring device. The contract includes a 90-day performance period for delivery after contract award, with all 26 devices to be delivered to the 11th Civil Engineer Squadron at Joint Base Anacostia-Bolling in Washington, DC. Performance will take place at Bolling Air Force Base Heliport, and the monitoring devices will support 18 outdoor generator sets from multiple manufacturers including Cummins, John Deere, and Detroit Diesel, ranging from 40 kW to 750 kW power output.

Update #2 · Latest ·

The Remote Generator Monitoring System is a new requirement designed to provide comprehensive monitoring of generator performance, including run-time hours, without requiring Internet connectivity with a required delivery date of 90 days ADC. The system is fully self-contained and operates independently, ensuring data security and accessibility even in remote locations. Data is stored locally, and a customized procedure is included to allow easy retrieval of information directly to a laptop via Microsoft Excel for analysis and reporting, without the need for specialized or proprietary software. This eliminates the complexities and potential vulnerabilities associated with cloud-based solutions.

The critical performance for this requirement will be the following; Provide an assessment as to whether the requirements are military unique or can be acquired to some degree in the commercial market sector. Identify as appropriate any critical and long lead schedule items which will impact contract performance and delivery requirements. Ability to store logged data locally and download data by connecting to laptop via cable (i.e. no cellular/internet network connection, no ethernet cables)
- Data is stored locally, and a customized procedure is included to allow easy retrieval of information directly to a laptop via Microsoft Excel for analysis and reporting, without the need for specialized or proprietary software
- No annual subscription/renewal fees for data storage or cellular connectivity
- Discrete alarm inputs
- Analog inputs
- Control relays
- Serial port
- Alert speakers and LCD display

The automatic monitoring devices are required to log the exact date, time, duration, and reason for every single operation of the generator. The generators themselves do not automatically log this information, and 11 CES does not have the manpower needed to monitor every single generator's operational status 24/7. Therefore, each unexpected operation of an emergency generator (i.e. unexpected utility outage) constitutes a permit violation.

JBAB's current inability to collect this information triggers Title V permit violations, which can each result in fines. The automatic monitoring devices, once installed, will log this information automatically which can then be downloaded by 11 CES Power Pro at any time. This will allow JBAB to return to compliance on violated permit conditions.

This requirement is for network-less devices (i.e. all data collected is stored locally). For ease of installation, use, and maintenance of the devices, on 11 WG emergency generators. The requirement does not allow for connectivity to cellular/internet networks or storage of sensitive information on the device manufacturer's cloud and is for network-less devices on all generators.

****Amendment A0001 - This solicitation has been amended, The purpose of this amendment is to extend the solicitation closing date to Monday, September 29, 2025 at 12:00pm EDT.
