About this opportunity

The Department of the Air Force's 11th Contracting Squadron is procuring 26 automatic generator monitoring devices for emergency generators at Joint Base Anacostia-Bolling through solicitation FA706025Q0016. The Remote Generator Monitoring System must be fully self-contained and operate independently without internet connectivity, featuring local data storage with the ability to download information directly to a laptop via cable connection using Microsoft Excel without requiring specialized software or annual subscription fees. The system must include discrete alarm inputs, analog inputs, control relays, serial port, and alert speakers with LCD display, while logging exact date, time, duration, and reason for every generator operation. The government will evaluate offers using a three-factor approach including capability (pass/fail), past performance assessment covering the last three years, and price evaluation with award going to the responsible offeror whose conforming offer is most advantageous. The original solicitation was posted on August 6, 2025, with questions due by August 19, 2025, and the submission deadline extended to August 29, 2025, at 4:00 PM EDT.

This opportunity is designated as a 100% small business set-aside under NAICS code 334513 with a size standard of $25.0 million, and the contract will be awarded as a Firm-Fixed Price arrangement with a 90-day performance period after contract award. No incumbent contractors are identified in the solicitation documents, indicating this appears to be a new requirement for the 11th Civil Engineer Squadron. While specific contract values are not disclosed, the procurement involves 26 monitoring devices along with various technical components organized under Contract Line Item Number 0001 with sub-CLINs covering discrete alarm inputs, analog inputs, control relays, serial port, and alert speakers with LCD displays. Performance will occur at Joint Base Anacostia-Bolling, specifically at Building B370, 370 Brookley Avenue SW, Washington, DC, where the devices will monitor emergency generators ranging from 40 kW to 750 kW manufactured by Cummins, MTU, and Kohler. The solicitation originally included a mandatory site visit scheduled for August 15, 2025, but Amendment 0002 canceled the site visit due to lack of responses.

Update #4 · Latest ·

The Remote Generator Monitoring System is a new requirement designed to provide comprehensive monitoring of generator
performance, including run-time hours, without requiring Internet connectivity with a required delivery date of 90 days ADC.
The system is fully self-contained and operates independently, ensuring data security and accessibility even in remote locations.
Data is stored locally, and a customized procedure is included to allow easy retrieval of information directly to a laptop via
Microsoft Excel for analysis and reporting, without the need for specialized or proprietary software. This eliminates the
complexities and potential vulnerabilities associated with cloud-based solutions.
The critical performance for this requirement will be the following; Provide an assessment as to whether the requirements are
military unique or can be acquired to some degree in the commercial market sector. Identify as appropriate any critical and
long lead schedule items which will impact contract performance and delivery requirements.
Ability to store logged data locally and download data by connecting to laptop via cable (i.e. no cellular/internet network
connection, no ethernet cables)
- Data is stored locally, and a customized procedure is included to allow easy retrieval of information directly to a laptop via
Microsoft Excel for analysis and reporting, without the need for specialized or proprietary software
- No annual subscription/renewal fees for data storage or cellular connectivity
- Discrete alarm inputs
- Analog inputs
- Control relays
- Serial port
- Alert speakers and LCD display

****Amendment A0001 - This solicitation has been amended, the purpose of this amendment is to add the following information to the description section.

The automatic monitoring devices are required to log the exact date, time, duration, and reason for every single operation of the generator. The generators themselves do not automatically log this information, and 11 CES does not have the manpower needed to monitor every single generator's operational status 24/7. Therefore, each unexpected operation of an emergency generator (i.e. unexpected utility outage) constitutes a permit violation.

JBAB's current inability to collect this information triggers Title V permit violations, which can each result in fines. The automatic monitoring devices, once installed, will log this information automatically which can then be downloaded by 11 CES Power Pro at any time. This will allow JBAB to return to compliance on violated permit conditions.

This requirement is for network-less devices (i.e. all data collected is stored locally). For ease of installation, use, and maintenance of the devices, on 11 WG emergency generators. The requirement does not allow for connectivity to cellular/internet networks or storage of sensitive information on the device manufacturer's cloud and is for network-less devices on all generators.

****Amendment A0002 - This solicitation has been amended, The purpose of this amendment is to cancel the site visit due to no responses being received by the specified date and time in Attachment 8 - Site Visit Instructions.

****Amendment A0003 - This solicitation has been amended, The purpose of this amendment is to update the attachment section of the solicitation by adding Attachment 10 – Generator Information which provides additional details of the generators the Monitoring Devices will be installed on and to extend the solicitation closing date to Friday, August 29, 2025 at 4:00pm EDT.
