About this file

This is an evaluation criteria document for solicitation FA706025Q0016 for Automatic Monitoring Devices for Emergency Generators by the 11th Civil Engineer Squadron (11 CES). The document establishes the evaluation methodology under FAR 52.212-2 for commercial products and services, utilizing a pass/fail approach with three primary factors.

The evaluation criteria include: (1) Capability - whether the offered item/service meets Performance Work Statement requirements, rated as acceptable or unacceptable; (2) Past performance - assessment of recent and relevant performance within the last three years, evaluated through offeror-provided information, survey questionnaires (Attachment 7), and government-obtained data, with failure to submit past performance information potentially resulting in an unacceptable rating; and (3) Price - ranking of acceptable offerors by price with evaluation of fairness, reasonableness, and potential price unbalancing analysis. The government reserves the right to conduct price realism analysis and may withhold award if proposals are deemed unrealistic. Award will be made to the responsible offeror whose conforming offer is most advantageous to the government, considering price and other factors. The document notes that options are omitted and concludes with standard award notification procedures.

FA706025Q0016 – 11 CES Automatic Monitoring Devices for Emergency Generators Attachment 4 - Evaluation Criteria

52.212-2 Evaluation—Commercial Products and Commercial Services (as addended).

Evaluation—Commercial Products and Commercial Services (Nov 2021)

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers as acceptable or unacceptable (pass or fail):

(i) Capability of the item/service offered to meet the requirement(s) of the PWS;

a. Acceptable is defined as offer/proposal meets requirements of the solicitation.

b. Unacceptable is defined as offer/proposal does not meet requirements of the solicitation.

(ii) Past performance: the government will evaluate recent and relevant performance information on all offerors based on information provided by the offeror; any past performance information obtained from survey/questionnaires (Attachment 7); and any data independently obtained by the government. Offerors are responsible for submitting past performance information as part of its offer/proposal—failure to do so may result in an unacceptable rating.

a. Acceptable is defined as: based on the offeror’s recent/relevant performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort.

b. Unacceptable is defined as: based on the offeror’s recent/relevant performance record, the Government does not have a reasonable expectation that the offeror will be able to successfully perform the required effort.

c. Recent past performance information is defined as contracts performed and/or being performed for any customer within the last three (3) years prior to the issuance date of the solicitation.

d. Relevant is defined as present/past performance effort involved similar scope and magnitude of effort and complexities this solicitation requires.

(iii) Price: the government will rank the Acceptable offerors by price. The evaluation will document the fairness and reasonableness of the proposed price. In addition, each offeror’s separately priced line items or subline items shall be analyzed to determine if the prices are unbalanced. The government reserves the right to perform price realism analysis. In the event that the Government elects to perform price realism analysis, the Government reserves discretion over the methodology used. If the Government elects to perform a price realism analysis and finds a proposal unrealistic, the Government may withhold award to that offeror.

(b) Options. Omitted.

Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
