About this opportunity
The Defense Logistics Agency Energy seeks retail electricity supply and ancillary services for 14 Department of Navy accounts across eight installations in the PJM Interconnection region, with non-price proposals due July 15, 2026 and price proposals due October 13, 2026. No set-aside applies; this is unrestricted competition.
Place of performance encompasses facilities in Washington, DC, Illinois, New Jersey, Maryland, and Pennsylvania, including USNO Washington, Washington Navy Yard, NMIC, Navy Carderock, Naval Academy, Navy Medical Bethesda, Philadelphia Depot Mechanicsburg, US Navy Depot NSA Philadelphia, Naval Station Great Lakes, and Earle Naval Weapons Station.
The contract is a 24-month fixed-price requirements type utilizing Locational Marginal Price (LMP) basis, with delivery beginning at the meter read date in December 2026 through December 2028. Total estimated quantity is 1,142,001,872 kilowatt-hours across eight contract line item numbers. Pricing comprises hourly Day Ahead LMP energy charges, a fixed transaction fee covering renewable portfolio standards and PJM ancillary services, and pass-through charges for capacity, transmission, losses, reliability must-run, and auction revenue rights.
Offerors must demonstrate 12 months of retail electricity supply experience within two years of proposal, hold current retail supplier licenses from applicable state regulators, and maintain ISO/RTO membership in good standing. Three past performance references and a four-page maximum technical capability narrative are required. All offerors must address small business participation; non-small business offerors with subcontracting opportunities must submit a subcontracting plan.
Evaluation weights past performance as most important non-price factor, followed by technical capability and risk, then small business participation (least important), with all three non-price factors weighted approximately equal to price. NAICS code 221112, Fossil Fuel Electric Power Generation.
