About this opportunity
The Defense Logistics Agency (DLA) is seeking to renew its PixEdit software subscription for the Technology Foundation Services (TFS) office, with a solicitation focused on acquiring a commercial software license for document conversion capabilities. The procurement, identified as solicitation SP4701-25-Q-0102, will be conducted as an unrestricted, open market acquisition under NAICS code 541519 for computer-related services. Offerors must be certified dealers or resellers of PixEdit software and will be evaluated on a lowest price technically acceptable basis, requiring compliance with all requirements in the Bill of Materials and Statement of Work. The proposal submission deadline is June 9th, 2025 at 1:00 PM Eastern Time, with quotes to be emailed to Contract Specialist Isaac Chapman and Contracting Officer Joseph Tierney. Vendors must demonstrate the ability to provide software that enables document conversion from scanned gray scale or color documents to monochrome files, supporting DLA's document management processes.
The contract will encompass a base year from July 1, 2025 through June 30, 2026, with two potential option years that could extend the agreement through June 30, 2028. The procurement includes two user licenses with Optical Character Recognition (OCR) and 111 user licenses without OCR, totaling 113 annual subscriptions. Performance will be located in Springfield, Michigan, with a consistent username (defenseag) maintained across the subscription period. While there is no specific set-aside designation, the government reserves the right to validate Section 508 accessibility compliance prior to award. The solicitation indicates this is effectively a sole-source procurement, with PixEdit USA being the only authorized reseller for the U.S. Government Department of Defense. The acquisition aims to save manhours and improve document quality during solicitation phases by enabling efficient document scanning, thresholding, and storage in the Document Management System.
Notice text
DLA has a requirement to renew PixEdit subscription software for the DLA Technology Foundation Services (TFS) office.
PixEdit is used to support customer capability to convert scanned gray scale or color documents into monochrome files. Documents that previously had to be redrawn due to low readability can be scanned, threshold and stored in the Document Management System (DMS). This allows for better quality documents for our customers during the solicitation phase. DLA workers may use document images and not have to recreate images, to make changes, therefore saving manhours and money.
