Proposals will be evaluated using a Best Value source selection process, with submissions assessed as either "Acceptable" or "Unacceptable". The solicitation requires contractors to have an active System for Award Management (SAM) registration and to provide performance and payment bonds. Key dates include a mandatory site visit on 5/09/2025, with proposal submissions due by 6/06/2025 at 12:00 EST, and the FAA intends to issue a Notice to Proceed (NTP) within 30 days of contract award.
The contract is set aside exclusively for small businesses in the NAICS category 238990 (All Other Specialty Trade Contractors), with an estimated project value between $300,000 and $500,000. The place of performance is Pittsburgh International Airport, located in Pennsylvania (ZIP 15231). Contractors must comply with Davis-Bacon wage requirements and provide detailed documentation, including a construction schedule, shop drawings, and site visit reports. The project has a 90-day duration and will require contractors to coordinate closely with the Contracting Officer's Representative (COR) and follow specific technical specifications for electrical systems, site access, and infrastructure improvements. Invoicing will be completed monthly via the DELPI system, with payments based on the percentage of work completed.
