About this opportunity

The Bureau of Reclamation seeks Passive Integrated Transponder (PIT) tags and associated equipment under an IDIQ contract with proposals due June 2, 2026 at 2:00 PM Mountain Time. The procurement is structured as full and open competition with small business reserve under FAR 19.112, with intent to award up to 2 large businesses and up to 3 small businesses.

Place of performance includes multiple locations across the Upper Colorado and San Juan River basins, with initial deliveries to USGS Flagstaff, Arizona; U.S. Fish and Wildlife Service Grand Junction, Colorado; and remote sites in Bluff, Utah and Jensen, Utah. The contract runs July 1, 2026 through June 30, 2031, with a ceiling of $40 million and a $10,000 minimum order value.

Vendors must supply PIT tags (8mm, 9mm, 12mm, and 23–30mm in full duplex, half duplex, and temperature-sensing variants), readers (pocket, portable, and remote-capable models), implanters with sterile and nonsterile needles, antennas (table-top, submersible, fixed pass-through), and software compatible with Windows 10 or later and Android devices. All products must comply with ISO 11784 and 11785 standards, operate at 134.2 kHz, and be compatible with Biomark equipment. Tags require a dedicated manufacturer 3-digit prefix code compliant with ICAR standards and Columbia River Basin specifications. Services include senior engineer consultation (3+ years experience), electronic technician support (1+ years experience), and antenna installation specialist services (1+ years experience), all subject to 50% subcontracting limitations.

Vendors must conduct comprehensive performance testing at a facility of their choosing using a Biomark IS1001 reader provided by government, with a government representative present. Testing includes physical specifications (100 tags), electrical performance (200+ tags), interfering distance, minimum read distance, and read speed evaluations. Vendors supply 1,000 sample tags and all other testing equipment; immediate failure disqualifies the vendor under pass/fail methodology. Contractors must schedule testing within one week of proposal submission by contacting Russell Oaks (russell_oaks@ios.doi.gov). Amendment 3, posted May 28, confirms no further questions will be accepted and that the Interfering Distance Test requirement has been formally removed.

Evaluation weights technical capability and past performance significantly more heavily than price. Questions are due 5 business days prior to closing. NAICS code is 334511; PSC is 7G22.
