About this file

This is Amendment 3 to a federal solicitation for Passive Integrated Transponders (PIT) Tags and Related Equipment issued by the Bureau of Reclamation, Upper Colorado Region.

Solicitation Details: Solicitation 140R4026R0003 is an Indefinite Delivery/Indefinite Quantity (IDIQ) contract with a performance period from July 1, 2026 to June 30, 2031. The solicitation is posted with intent to award up to 2 large businesses and up to 3 small businesses under FAR 19.112 reserves. The solicitation closing date is Tuesday, June 2, 2026 at 14:00 (2:00 PM) Mountain Time. Amendment 3's purpose is to provide a question and answer document addressing final clarifications; no further questions will be accepted, the closing date remains unchanged, and all previously posted terms and conditions remain in effect.

Key Testing Requirements: Vendors must test PIT tags at a facility of their choosing with a government representative present. Testing must occur in a fully shielded, noise-free environment using a Biomark IS1001 reader provided by the government; contractors are responsible for providing all other testing equipment and compatible configurations. Tags will not be shipped to the government office; instead, a batch of 1,000 tags will be randomly selected on-site during witnessed testing. Contractors must contact Mr. Russell Oaks (russell_oaks@ios.doi.gov) within one week of the proposal due date to schedule testing appointments. The testing protocol's "Interfering Distance Test" (Section 3) has been formally removed. The government will not provide the 12-gauge needle or sign off on certifications; calibration will occur immediately before testing begins. If PIT tags do not meet requirements, the vendor is disqualified under a pass/fail evaluation methodology rather than comparative scoring.

The purpose of this amendment is to provide a question and answer document. The final remaining questions have been received, and all clarification responses are provided in the attachments. No further questions will be accepted. The closing date remains unchanged, and all previously posted terms and conditions remain in effect.

Period of Performance: 07/01/2026 to

06/30/2031

1. 1,000 Tag Batch Location and Selection: Please clarify whether the required batch of 1,000 tags must be shipped to the BOR Salt Lake City office prior to testing, or whether the tags may remain at the vendor’s testing location and be randomly selected onsite by the Government representative during witnessed testing.

-Do not ship any tags. Tags will be randomly selected on site.

2. 12 Gauge Needle Requirements: Please clarify whether the Government will provide the standard 12-gauge needle referenced in the testing protocol, or whether a vendor supplied 12-gauge needle will be acceptable for testing purposes. If the Government intends to use a specific manufacturer or needle specification, please provide those details to ensure consistency.

-The government is not providing this.

3. Removal of Section 3 – Interfering Distance Test: Amendment 2 indicates that the “Interfering Distance Test” requirement has been removed. However, this section still appears within Attachment 3 – PIT Tag Testing Protocol 2026.04.21. Please confirm that Section 3 has been formally removed from the testing requirements.

-Confirmed.

4. The protocol states that testing must occur within a “fully shielded, noise free environment.” Access to this type of RFID laboratory facility is extremely limited and does not appear to be reasonably commercially available within Idaho. Please clarify whether testing may instead be conducted within a controlled low noise environment with baseline ambient noise measurements documented and witnessed by Government personnel.

-Fully Shielded, noise free is required.

• Additionally, Voda IQ would respectfully encourage the Government to consider renting or designating a single testing facility, establishing the testing infrastructure, and allowing all vendors to complete testing under identical conditions. Conducting all testing within the same laboratory environment, utilizing the same antennas, readers, shielding conditions, and calibration standards, would ensure consistency and reduce variability between vendors. -This has been answered in a previous amendment

• Allowing vendors to independently source and configure testing systems may unintentionally introduce inconsistencies in reader setup, antenna tuning, shielding environments, and system calibration, all of which could materially influence performance outcomes.

• Alternatively, if vendors are required to conduct testing independently, Voda IQ would encourage the Government to consider a strict pass/fail evaluation methodology rather than comparative performance scoring between vendors, due to the unavoidable variability in testing environments and equipment configurations.

-This is basically the case. If a Pit tag does not meet the requirements, that vendor is disqualified.

5. Testing Equipment Responsibilities: Please clarify whether the Government will provide the Biomark IS1001 reader, 12-inch antennas, 4’ x 4’ antennas, shielded antennas, and associated testing hardware/software required under the protocol, or whether the vendor is expected to provide all required testing equipment? At a minimum the government should supply the Biomark IS1001 reader, the configuration: exact dimensions of the antenna, wire type, size and specifications, inductance, and capacitance. In RFID, not all antennas are made the same way, and it is important in testing that all antennas are made exactly same way.

-The government is only providing the Biomark IS1001 reader

The current protocol indicates that vendors must provide all necessary testing equipment;

however, the protocol simultaneously requires the use of proprietary Biomark IS1001 systems and specialized antenna configurations. Clarification regarding equipment responsibilities, acceptable antenna configurations, and calibration requirements would be appreciated.

-Calibration will be completed right before the test starts. The contractor is responsible to have compatible equipment.

6. Submission Certification Requirements: Please clarify whether the required signed certification is intended to be executed solely by the vendor or jointly acknowledged by both the vendor and the Government representative witnessing the testing, particularly with respect to documenting deviations, anomalies, environmental conditions, or observations during testing.

-There is no requirement for a signed certification.

7. Updated Consolidated Testing Protocol: Given the multiple revisions and clarifications issued through Amendment 2, would the Government consider issuing an updated consolidated version of Attachment 3 incorporating all current revisions, removed sections, and updated acceptance criteria to ensure consistency among all offerors.

-The Government has provided all current revisions, removed sections, and updated acceptance criteria within the issued amendments.
