About this file

This document is Amendment 2 to a federal solicitation for Passive Integrated Transponder (PIT) tags and related equipment issued by the Bureau of Reclamation, Upper Colorado Region. The amendment's primary purpose is to provide questions and answers clarifying the testing protocol and specifications for vendor-supplied PIT tags.

The solicitation (140R4026R0003) is structured as an Indefinite Delivery/Indefinite Quantity (IDIQ) contract with a period of performance from July 1, 2026 to June 30, 2031. The solicitation closing date is Tuesday, June 2, 2026 at 14:00 (2:00 PM) Mountain Time. The government intends to award up to 2 large businesses and up to 3 small businesses, utilizing FAR 19.112 reserves. Inquiries must be submitted electronically to Contract Specialist Russell Oaks (russell_oaks@ios.doi.gov) at least 5 business days prior to the closing date. The amendment addresses key testing requirements, clarifying that vendors must provide 1,000 tags for testing, with sample sizes of 12mm and 200 tags for electrical performance testing. Physical tolerance specifications were modified to accept lengths ≤12.7 mm and diameters ≤2.14 mm, with all tags required to fit into a standard 12-gauge or smaller needle bore. The Interfering Distance Test and 66-degree orientation testing requirements were removed. Tags must include a unique manufacturer 3-digit prefix code to ensure compatibility with existing infrastructure, particularly Columbia River Basin specifications. PIT tag testing will occur after proposal submission during evaluation, with contractors responsible for coordinating testing arrangements with the government representative within one week of proposal submission.

Amendment 2 Pit Tag Testing Protocol

General Instructions:

For each test, the specified sample size of 12mm tags will be randomly selected by the Government Employee present from a batch of 1,000 tags provided by the vendor.

Q: Will the Government accept the established PTAGIS physical tolerances (average length < 12.7 mm and diameter < 2.14 mm) in place of the stricter Protocol thresholds, and will the “favorable consideration” language for tags ≤ 12.5 mm and ≤ 0.115 g be removed or revised since currently deployed tags do not meet those limits?

A:The physical tolerance is changed for the length to ≤12.7 mm. Anything over this length will fail. The physical tolerance is changed for the diameter to ≤2.14 mm. Anything over this will fail. All tags must fit into the bore of a standard 12-gauge or smaller needle of the testing shall stop.

Q: Please confirm the required sample size is 200 tags. We already possess comprehensive electrical performance data (turn-on voltage, resonant frequency, bandwidth, and modulation) for our tags from internal manufacturing certification and the 2024 PSMFC/PTAGIS BPA testing. Must this testing be re-performed in the presence of Government personnel using the Biomark IS1001 reader, or can we submit certified existing data with a formal attestation of compliance?

A: Sample size for section 2 in the testing Protocol is 200 tags randomly chosen from 1000 tags provided by the vendor

Results from the PTAGIS/PSMFC/BPA testing will not be accepted due to length of time since those results have been published.

Q: Will the Government provide the required test equipment/setup for the Interfering Distance Test or, alternatively, permit vendors to use the established PTAGIS “Two-same-tag grouping/proximity” methodology, given that the Protocol lacks sufficient detail and the custom fabrication required to replicate it as written is not feasible within the solicitation timeline?

A: This testing requirement is removed.

Q: The Protocol specifies testing at 0°, 45°, and 66° orientations but only provides passing criteria for 0° (8”) and 45° (6”) at 10% noise. Please provide the minimum read distance requirement for the 66° orientation (noted as the most difficult).

A: 66° orientation requirement has been removed.

Q: There appears to be an inconsistency in the Protocol: the Method references ~25 ft/sec, while the Passing Requirement references 12 m/s (≈39.4 ft/sec) at 10% noise.

Please clarify the exact speed and noise parameters required for acceptance.

A: Tags passed through a 12-inch shielded antenna at high rate of speed (12 m/sec).

Q: Will the Government accept full ICAR compliance and certification—ensuring unique, traceable ISO-11784/11785 identification—in lieu of requiring a dedicated manufacturer-specific prefix, given that the 900-series ICAR-recognized code is valid, PTAGIS-accepted, and its exclusion may unnecessarily restrict competition?

A: We will remove the verbiage in parenthesis (no generic prefixes e.g. 900 decimal or 384 hexadecimal) under 8, 9, 12 mm FDX and HDX Tags in the Specification Requirement section. The government will require the tags to have a Manufacturer Code. The purpose of the task mask program in the Columbia River Basin is to differentiate between manufacturers. This is required because if you do not account for various tag types/performance you are violating statistical assumptions. This also serves to ensure that tags are compatible and optimized with existing infrastructure (i.e. IS1001 systems).

Given that the Colorado River Basin does not have a tag mask program, it is necessary that the awardee have a unique manufacturer 3-digit prefix to differentiate in the event that other manufacturer tags make it into the basin and are detected on infrastructure.

Additionally, because this is a DOI-wide contract, tags must be compatible with Columbia River Basin specifications, which require tag mask codes.

Q: Use of 2024 BPA/PSMFC/PTAGIS Testing Results?

A: All vendors must complete full testing as outlined in the Protocol, with Government-witnessed verification of both physical and electronic performance. This ensures a uniform and defensible evaluation process across all offerors and aligns with the Government’s obligation to maintain fairness, transparency, and technical integrity in source selection.

*** Pit Tag testing will be conducted after proposal submission during the evaluation phase.

Contractors are responsible for initiating and coordinating all testing arrangements.

Within one week of the proposal due date, contractors shall contact the designated government representative, Russ Oaks, to schedule the testing appointment and provide the location where testing will occur.
