The National Park Service seeks replacement of a failing roof system over a ~6,000 square foot visitor center and tribal offices building at Pipe Spring National Monument in Fredonia, Arizona, with proposals due September 10 at 3:00 PM MST and questions due August 31 at 2:00 PM MST. This is a total small business set-aside under FAR Parts 12 and 36.

Place of performance is 406 N Pipe Spring Road, Fredonia, Arizona. The existing composite shake roof and failing fascia and cupola components will be replaced with a Class A fire-rated standing seam metal roof system designed for improved durability and wildfire protection. The scope includes replacement of gutters, downspouts, and one attic exhaust fan (QuietCool AFG Pro-2.0 or approved equal with minimum 1,900 CFM capacity) in Cupola #3, with cupola components to be sanded, repaired, and repainted. An optional contract line item covers lightning protection system installation under NFPA 780. All work must comply with the 2024 International Existing Building Code and 2024 International Wildland-Urban Interface Code. Work must be performed during normal business hours (6:00 AM to 4:30 PM, Monday through Thursday) with prior Contracting Officer approval for Friday, weekend, holiday, or night work. The building remains occupied by Government during construction; the contractor must maintain a weather-tight condition with no more than 3 days between roof demolition and installation.

Period of performance is 158 days from Notice to Proceed (estimated September 21, 2026 through February 26, 2027). The NAICS code is 236220, Commercial and Institutional Building Construction, with a $45 million size standard. Offerors must maintain active SAM registration with valid UEI at quote submission, award, and throughout performance. A mandatory site visit is scheduled August 26 at 9:00 AM MST with RSVP required by August 25 at 2:00 PM MST. Submission requirements include SF 1442, price schedule, technical capability narrative, 3–5 prior project references from the past five years, and SF 24 bid guarantee of at least 20 percent of bid price (not exceeding $3 million). Quotation validity must be maintained for 60 days minimum. Evaluation criteria are price, technical capability, and prior experience under simplified acquisition procedures with no stated weighting. Amendment 0001 issued September 1 responds to questions; contractors must acknowledge the amendment via completed SF 30 Blocks 15A–15C in their submission package.

No extension to the quote due date is provided. All quotes must be emailed to the Contracting Officer no later than 3:00 PM Mountain Time on September 10, 2026.
Contractors must acknowledge this amendment by completing Blocks 15A through 15C of the SF30 and including the completed form in their submission package.
Please note: The period of performance is estimated at 158 days after the Contractor receives the Notice to Proceed, not 158 days after award. The estimated award date is September 21, 2026.

In accordance with Federal Acquisition Regulation (FAR) Part 12 and Part 36, as supplemented with additional information included in this notice. Enclosed in a competitive requirement set-aside for small businesses, the Contractor shall provide all labor, materials, equipment, and tools necessary to replace a failing roof system over an existing ~6000 square foot building serving as a visitor center and tribal offices. The existing roofing material is a faux cedar shake composite which is failing, and fascia and cupola components are also at the end of their lifespan. This project will replace the failing roof components with a standing seam metal roof for a longer lifespan and protection from wildfire. The project also includes an option to install a lightning protection system for the building.

Questions to the solicitation shall be submitted, in writing, via email to Ruth Pagan at ruth_pagan@ios.doi.gov no later than 2:00 PM MST on 31 August 2026. Oral communications/telephone communication is unacceptable. Questions submitted after this time may not be entertained. All questions submitted shall reference specific parts of the solicitation, including page numbers. Questions received after this date and time may not be answered prior to the date that proposals are due. An amendment will be issued to answer all questions received in response to this solicitation.
Proposals are due via email by 3:00 PM MST on 10 September 2026. All volumes shall be submitted to the Contracting Officer via email to ruth_pagan@ios.doi.gov.
Offerors who contact anyone regarding this project, other than personnel specified in this solicitation, may automatically be excluded from competition. Offerors must maintain an active registration in System for Award Management (SAM) to be eligible for an award under this solicitation.
