The specifications require repair of the roof deck as required, while the Safety Requirements also identify the potential for concealed deteriorated wood decking or structural components discovered during demolition. Since the existing roof deck will not be fully visible until tear-off, please confirm how deterioration beyond the specifically depicted missing or disturbed areas should be priced.
Should offerors include an allowance or assumed quantity of deck replacement in the lump-sum bid, or will concealed deterioration discovered after demolition be handled as a differing/unforeseen condition and contract modification? Roof deck repair is limited to areas where existing roof penetrations are demolished and infill of the roof decking is required to match existing conditions.
The Safety Requirements identify deteriorated wood decking as a potential condition that may be encountered during construction; however, based on available information and knowledge of the existing conditions, deterioration of the existing roof decking is not anticipated.
If deteriorated or otherwise unsound roof decking is discovered during demolition, notify the Government prior to proceeding with repairs. Such conditions will be evaluated and addressed as an unforeseen/differing site condition, as applicable.
3 01027 00-2 Attic Ventilation Fan Requirements – CLIN 0030 Reference: Solicitation page 5 of 27, CLIN 0030; Project Specifications Section 01 27 00-2, Replace Attic Vent Fans & Repair Cupola Housing.
The CLIN requires replacement of attic ventilation fans “where indicated.” Please provide or confirm the required quantity, manufacturer/model or performance criteria, CFM capacity, voltage, controls, and electrical connection requirements for the replacement fans so all offerors are pricing the same scope. Provide one attic exhaust fan in Cupola #3, QuietCool AFG Pro-2.0 or approved equal meeting the following minimum requirements:
- Minimum airflow: 1.900 CFM at high speed.
- 120V, 60 Hz, single-phase, energy efficient motor, maximum 150W at high speed.
- Automatic adjustable thermostat and integral high -temperature safety shutoff.
- Fan and electrical components shall be UL, ETL or other NRTL listed for intended use.
- Mount securely to structural framing with vibration isolation and discharge through existing cupola louvers.
- Provide required baffles, blocking or seal discharge plenum to prevent recirculation or exhaust air back into the attic.
- Coordinate required intake/exhaust free area with fan airflow requirements. Do not alter the exterior appearance of the existing cupola.
4 Standing-Seam Roofing – Basis of Design / Approved Equal Reference: Project Specifications Section 01 11 00-3 and Section 07 41 13, Standing-Seam Metal Roof Panels.
The specifications identify Western States Metal Roofing – Western Lock as the Basis of Design, including 24-gauge minimum steel, concealed clips/fasteners, 1.75-inch ribs, 18-inch pans, PVDF finish, Class A assembly, and a 20-year no-dollar-limit weathertight warranty. Requirements for the Standing-Seam Metal Roof Panels are described in Specification Section 07 41 13.16. Substitution requests are permitted according to Spec Section 07 41 13.16, Part 2.2, Paragraph C. Substitutions and Spec Section 01 33 23, Part 1.3, Paragraph D. Approved Equals.
The following products have already been approved as acceptable substitutions, provided all requirements of the Contract Documents are met: Custom-Bilt Metals SL-1750 and Sheffield Metals SMI 1.75" Snaplock Standing Seam.
Approval of these substitutions does not replace the required roofing submittals. The contractor will still be required to submit product data, shop drawings, test reports, certifications and warranty information in accordance with Spec Section 07 41 13.16.
5 Period of Performance Reference: Solicitation pages 2-5 and Section V, Delivery Information/Terms/Period of Performance.
| Please confirm that the intended construction performance period is approximately October 1, 2026 through February 26, 2027, following anticipated award on or about September 21, 2026 and issuance of Notice to Proceed. | The period of performance is a estimated time for completion. If there are supply delays, weather delays the period of performance shall be adjusted. The government anticipates award 9/21/2026, however no work shall begin until all submittals are completed to the contractor that receives the award, and than the Contracting Officer shall issue a Notice to Proceed to the awarded contractor. The Government estimates the period of performance shall take 158 days once the contractor recieves the notice to proceed. | ||

Please confirm whether the Contractor is responsible for complete system design/engineering in addition to installation under NFPA 780, and whether any third-party certification, inspection, testing, permitting, or listing is required as part of the lump-sum option price. The Contractor is responsible for providing a complete lightning protection system in accordance with Section 26 41 13, NFPA 780 (2023 Edition), UL 96A, and the other requirements of the Contract Documents. This includes development and coordination of the system layout necessary to provide complete code-compliant protection and preparation of the required Shop Drawings.
Separate professional engineering or PE-stamped delegated-design submittals are not required by Section 26 41 13.
Provide testing, inspection, and certification documentation as specified, including inspection of the completed system for compliance with NFPA 780 and verification of continuity and grounding connections. The specification does not require a UL Master Label, LPI certification, or other independent third-party inspection/listing of the completed installation. Lightning protection components shall be listed and labeled as specified.
No additional third-party certification, inspection, testing, permitting, or listing beyond the requirements of the Contract Documents and applicable authorities having jurisdiction is required as part of the lump-sum option price.
