About this opportunity

The Department of the Air Force Air Combat Command is procuring a comprehensive pipeline inspection camera system to replace existing equipment at Offutt Air Force Base that has exceeded its service life and is experiencing operational problems. The new system must be portable and capable of inspecting pipes ranging from 2 to 36 inches in diameter, featuring a command module with inspection reporting software, advanced connectivity options, video streaming capabilities, and the ability to generate NASSCO standard compliant reports. Key technical requirements include a 1,000-foot multi-conductor cable power reel, pan and tilt zoom camera head, powered steerable transporter, and an extensive array of accessories including various wheel sets, interface cables, and a push reel system with 200-foot cable assembly. The contract will be awarded to the technically acceptable offer with the lowest total evaluated price, and contractors must be registered in the System for Award Management. The solicitation response deadline is September 24, 2025 at 11:00 AM CDT, with delivery required within 30 calendar days of award.

This procurement is designated as a total small business set-aside under NAICS code 334310 for Audio and Video Equipment Manufacturing. No current incumbents or potential award values are specified in the solicitation documents, though the government has noted that funds are not presently available and reserves the right to cancel the solicitation if funding does not materialize. The equipment must be delivered to Offutt Air Force Base, Building 301, located at 106 Peacekeeper Dr in Nebraska. The contractor must provide a minimum one-year on-site manufacturer warranty on all equipment plus at least one year warranty on labor and system assembly. The system must undergo testing for proper operation before shipping and acceptance, and must conform to current State, Air Force Instructions, ASME, NBIC, and Unified Facility Criteria Standards with quality assurance processes following ISO 9001 standards.
