About this opportunity
Fermi National Accelerator Laboratory, operated by Fermi Forward Discovery Group, LLC on behalf of the Department of Energy, seeks to procure twenty-five cryogenic reclosable pressure safety relief valves for the Proton Improvement Plan II (PIP-II) linear accelerator, with proposals due November 4, 2026, at 2:00 P.M. CDT. This is an unrestricted solicitation with no set-aside; questions are due October 23, 2026, at 2:00 P.M. CDT.
Place of performance and delivery is Batavia, Illinois (DAP, Incoterms 2020). The procurement includes eighteen valves (SV-nn21, nn=02-19) rated for 209 g/s helium flow with 3" inlet/4" outlet flanges, six valves (SV-nn21, nn=20-25) rated for 270 g/s flow with matching flanges, and one valve (SV-0121) rated for 93 g/s flow with 3" inlet/1" outlet flanges. All valves must operate at sub-atmospheric cryogenic conditions (approximately 30 mbar absolute pressure and 2 K), carry ASME Section VIII Code NB/UV stamps, feature KEL-F (PCTFE) seats for radiation tolerance, comply with API 527 and API 526 standards, and include balanced bellows operation and in-situ testing provisions. Vendors must submit ASME and National Board certifications, mill traceability reports, set pressure certification, and a Certificate of Compliance upon delivery.
The NAICS code is 332911, Industrial Valve Manufacturing, with a small business size standard of 750 employees. Evaluation is lowest price-technically acceptable, weighted on technical merit and past performance. Offerors must provide firm-fixed pricing valid for 90 days in USD, demonstrate three years of similar project experience, and submit a delivery schedule. For awards exceeding $750,000, a compliant Small Business Subcontracting Plan per FAR 52.219-9 is mandatory. Proposals must be submitted directly to the Procurement Specialist (Seth Fryar, sfryar@fnal.gov) using the Request for Proposal Pricing Sheet, Exhibit G.
